Technical coordinator (Climate Risk management)

The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. ADPC is governed by its Board of Trustees and annually convenes the Regional Consultative Committee on Disaster Management (RCC) that brings together National Disaster Management Offices (NDMOs) from 26 countries of the Asian region. ADPC is currently in transition to an Intergovernmental Organization, with the ADPC charter signed in 2005 by 9 founder member countries of the Asian region.

ADPC has 4 thematically focused teams that support the achievement of the overall vision, mission and goals of ADPC- namely Climate Risk Management (CRM), Disaster Risk Management (DMS), Public Health in Emergencies (PHE) and Urban Disaster Risk Management (UDRM). The Climate Risks Management (CRM) team aims to build communities that are resilient to climate change risks by enhancing capacities of communities and countries to manage climate risks at all time scales through the application of climate information in vulnerable sectors. CRM’s focus areas include: a) managing climate variability through the application of localized and tailored climate information products; b) reducing vulnerability to longer-term climate change by adapting to short-term climate variability and extremes; and c) strengthening partnerships between the climate and media communities and other relevant stakeholders for the accurate and effective communication of the nature and implications of climate variability and change.

Duties and Responsibilities:

- Analyze socio-economic vulnerabilities to changing climate utilizing results from research on historical impacts, current adaptation /coping strategies and policy and institutional landscape, and changing socio-economic conditions to suite different eco-systems
- Assist in assessment of vulnerability and impacts in different climate sensitive sectors based on climate information
- Provide resource inputs in development and delivery of training & capacity building programs on the subject to enable user institutions and communities to translate climate information and apply decision support tools.
- Assist in analyzing climate information and translating / interpreting into a known language of the sector specific stakeholders (agriculture, water resources, urban development, natural resources and Env. Management , Health etc)
- Assist in developing adaptation strategies and identification of risk management opportunities to address residual risk at local level
- Other duties and responsibilities as assigned by the Executive Director (ADPC)or Director responsible for Climate Risk management team.

Required Qualifications / Selection Criteria:

Qualifications and experience:

- Master’s degree in disaster management, climate risk management, agriculture, environmental science, natural resource management, social development or related field
- Knowledge in application of climate information in to reduction of the vulnerability of climate sensitive sectors ,sector specific and community based climate risk assessment, climate risk management, development of adaptation strategies
- Experience in developing user-need climate information, analyzing vulnerability and impacts, communicating / disseminating climate information, developing adaptation tools etc will be an added qualification

Training skills and knowledge

- Knowledge and understanding of science of climate change, climate variability and hydro-meteorological extreme events
- Knowledge and understanding of impacts of hydro-meteorological hazards and climate change on societal systems
- Knowledge and understanding of climate information application, translation / interpretation and dissemination to sector specific stakeholders
- Excellent English proficiency in oral and written communication, including a demonstrated track record in technical report writing and ability to communicate technical matters effectively to general audience

- Self-motivated, pro-active and takes initiative
- Demonstrated ability and plan and organize work and time independently
- Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment
- Strong desire to learn, undertake new challenges, must a creative problem-solver, must have self confidence, willingness to work hard, good sense of humor but with seriousness about the quality and excellence of work.

Contract
One ( 1) year contract with possibility of extension
