Finance Officer, Liberia

ICTJ seeks a Finance Officer with at least five years of professional experience in financial management and will ensure compliance to the finance policy, administrative procedures, the national laws and other related organizational policies. This position will be based in Monrovia and will report to ICTJ’s Head of Office.

RESPONSIBILITIES:

1. Under the guidance of the Head of Office, manage day to day financial operations of the Liberia Office as well as ICTJ activities in Liberia, including:

(a) Follow up on financial transactions, record and reconcile all payments and receipts in a timely manner.

(b) Reconcile all accounts in accordance with the ICTJ’s chart of accounts and finance policy.

(c) Prepare monthly expense and financial reports and bank reconciliation statements to be sent to ICTJ New York Offices and other offices, as necessary.

(d) Manage payments are done accurately and in a timely manner.

(e) Prepare requests for funds/claims for refunds to submit to ICTJ New York.

(f) Ensuring control over cash management.

2. Assist the Head of Office in the preparation and consolidation of country plans and budgets, including annual and monthly operating budgets. Under the guidance of the Head of Office, monitor their implementation.

3. Provide support during the annual financial audit and governmental/funder audits.

4. Take lead in procurement of goods and services in compliance with ICTJ and donor policy, including safeguarding the organization’s assets and maintaining inventory.

5. Liaise with HQ Finance Department, as necessary on financial issues.

6. Perform other duties as necessary and as requested.

QUALIFICATIONS:

Education: Minimum of a Bachelor’s Degree in Commerce, Business Administration, Financial Management, or Accounting is required. Finance qualifications such as CPA, ACCA is highly desirable.

Experience: Minimum of five years of financial management and accounting experience at the professional level.

Related Skills or Knowledge:

1. Experience with budget preparation and oversight.

2. General knowledge of audit best practices and basic formal accounting.

3. Familiarity with the local tax law and regulations is required.

4. High level of professionalism and attention to detail.

5. Ability to work in an intensive and fast-paced work environment with a wide range of partners.

6. Ability to communicate effectively with Finance staff, Program staff, vendors and clients.

7. Strong background of working with civil society organizations is highly desirable.

8. Proficiency in MS Office Applications, especially Word and Excel, is required. Experience in Pastel or Quick Books is desirable.

OTHER: This is a one-year consultancy contract which may be extended, depending on performance and the availability of funding. APPLICANT MUST BE A LIBERIAN NATIONAL.
