Tetra Tech ARD (http://www.ardinc.com), is accepting expressions of interest from qualified candidates for the position of Senior Advisor to the Ministry of Agriculture, Forestry and Rural Development on an agriculture development project in Kosovo. This USAID-funded, four year program will increase Kosovo's agricultural output, exports and rural incomes derived from agricultural activities. The MAFRD Advisor position is a two-year engagement.

Responsibilities include:

  • Serve as Advisor to the Minister of Agriculture, Forestry and Rural Development on all issues related to agricultural policy and direction of the agriculture sector in Kosovo.
  • Technically support Ministry officials as they develop policy, strategies and plans to implement activities in support of agricultural development in Kosovo.
  • Assist and advise Ministry officials during meetings, seminars, workshops and other events wherein key strategic issues are discussed and decisions are made that will affect agriculture and rural development stakeholders.
  • Represent the New Opportunities for Agriculture Project within the Ministry and act as the major focal point for contact between the Ministry and project management staff.

Note: The Senior Advisor will be based with the Ministry of Agriculture, Forestry and Rural Development, working closely with senior host country counterparts and other donor representatives.

Qualification:

Qualifications include:

  • Minimum of 10 years experience in senior positions, preferably with at least 4 years of experience working in a government setting; preferable within a Ministry of Agriculture or Rural Development
  • A graduate or post-graduate degree in a relevant field such as agriculture, agribusiness, agriculture policy, public policy or other related areas.
  • Previous experience within a host-country ministry and working closely with host- country staff;
  • Significant experience and proven success supporting government entities to coordinate donor efforts and activities in an efficient and effective manner.
  • At least five years experience in implementing a donor-funded agricultural assistance activity, preferably in Eastern European countries or the former Soviet Union and preferable under USAID-funded projects
  • Excellent writing skills;
  • Demonstrated and exceptional inter-personal skills;
  • Ability to speak Albanian and/or Serbian is highly desirable
