Afghanistan Mining Sector Promotion Advisor

The Ministry of Mines has a mandate to deliver on the Government’s vision for sustainable, market-based, economically successful minerals and hydrocarbons sectors as set out in the Constitution of Afghanistan and the Afghan National Development Strategy (ANDS). To achieve this, the Government is committed to establishing Afghanistan as an attractive destination for private sector investment in the exploration and development of mineral and hydrocarbon resources. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Mines, CTAP is now seeking to fill the position of Sector Promotion Advisor to work in Ministry of Mines’ Investment Promotion Directorate, under the management of the Investment Promotion Director. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply. The Mining Sector Promotion Advisor will report to the Director of Investment Promotion in MoM. The Advisor will mentor and coach the permanent staff in MoM. The Advisor will focus on building capacity of staff to implement and manage new functions and business systems within the Investment Promotion Directorate.

This assignment involves supporting a government-led capacity development programme within Ministry of Mines’ Investment Promotion Directorate. Under the supervision of the Director General Policy and Promotion, the successful candidate will provide technical advice, management support and technical inputs required to allow the Ministry of Mines to achieve the target of effective, streamlined and professional Investment Promotion supporting and aligned with the Ministry of Mines’ strategic objectives. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.

Working under the supervision of the Ministry of Mines’ Director General Policy and Promotion, and with the Director Investment Promotion, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Sector Promotion Advisor will:

•Assist the directorate to map, evaluate, refine and streamline existing Investment Promotion processes and systems; •Identify Investment Promotion Directorate staff capacity constraints and weakness and ensure plans are developed to address them; •Assist the directorate in developing awareness and understanding of GoIRA mining, hydrocarbon, foreign investment and economic legislation and policies; •Assist the directorate in developing awareness and understanding of international best practice approaches to mining sector promotion; •Support the establishment and operationalisation of information collection systems; •Train, coach and mentor relevant staff in developing comprehensive promotion strategies for the Afghan minerals and hydrocarbons sectors including upstream, downstream and service industries; •Train, coach and mentor relevant staff in planning and budgeting as relevant to sector promotion activities; •Help establish and operationalise a system used for measuring performance and progress on continual basis, including organizational impact of activities with a small number of clear, measureable and meaningful key performance indicators. The deliverables of the Sector Promotion advisor are: •Investment Promotion processes mapped, streamlined, communicated and implemented/institutionalized. •Staff capacity assessed and capacity development plans defined and implemented. •Comprehensive set of tools and resources to support Investment Promotion processes in place. •System for measurement of departmental performance and progress in place.

Qualifications:The successful candidate should have the following skills, experience and qualifications:

•Undergraduate degree in mining engineering, geology, business or other related discipline with a minimum of 8 years’ sector experience and at least 4 years in Investment Promotion at the international level in the extractive industries sector. •Graduate degree in geology, business or other related disciplines a strong plus. •Demonstrated history of providing training, coaching and mentoring to local counterpart staff. •Able to produce reports and other standards documents, in English, up to a professional standard. •Previous experience in under-developed, insecure or post-conflict environments a plus. •Fluency in Dari and/or Pashto a strong plus.
