About Radio La Benevolencija Radio La Benevolencija Humanitarian Tools Foundation is a Dutch NGO that uses broadcast campaigns, events and grassroots activities to encourage people to become active bystanders against incitement to hate violence. Its campaigns endeavor to use the accumulated experience of victims of ethnocentric violence who have empowered themselves and reached a peace with their former tormentors. The organization employs academic research to create edutainment radio and TV drama series, documentaries, discussion programs and related activities in order to teach the audience to counter manipulative pressures that move humans to commit physical and mental harm. A prototype of such a campaign is the organization’s Great Lakes Reconciliation Radio, a regional project that has been in operation in Rwanda, the Democratic Republic of Congo, and Burundi since 2003. Whilst we are looking for more funding, the current project is funded for around EUR 2,8M for a 2-year period, from 1 July 2011 to 30 June 2013.

Primary duties The responsibilities of the treasurer are to monitor the financial position of the organization and ensure its financial stability.

This includes: • Oversee the financial affairs of the organization and ensure they are legal, constitutional and within accepted accounting practice; • Being assured that the financial resources of the organization meet its present and future needs and advising other members of Board on financial issues; • Ensure that appropriate accounting procedures and controls are in place; • Contributing actively to the board’s role in giving firm strategic direction to the organization, setting overall policy, defining goals and setting targets and evaluating performance against agreed targets; • Together with the Director, ensuring that the accounts are prepared and disclosed in the form required by funders and the relevant statutory bodies; • Ensuring that the accounts are scrutinised in the manner required (independent audit) and any recommendations are implemented; • Keeps currently informed of legal, regulatory and sector developments relating to the Board’s financial responsibilities; • Keeping the Board informed about its financial duties and responsibilities; • Contributes to the overall policy of the foundation;

Specifically • Regularly discuss the financial position at Board meetings (balance sheet, cash flow, fundraising performance etc); • Discuss and agree on the priorities of the finance and administration department; • Monitor the development and implementation of an operations and finance manual; • Monitor the implementation of a new bookkeeping system in the field offices; • Oversee the production of an annual budget and propose its adoption at the last meeting of the previous financial year; • Oversee the production of necessary financial reports, accounts and audits on a timely basis by the finance manager; • Ensure proper records are kept and that effective financial procedures and controls are in place, i.e.: o Signatories o Purchasing limits o Purchasing systems o Petty cash/ float o Salary payments o Pensions o Others as appropriate

Qualifications We are looking for a person with professional financial management and/or accountancy qualifications and skills. It is desirable (but not essential) to have experience of charity accounts and the accounting requirements.

Personal Specifications: • The skills to analyze proposals and examine their financial consequences; • Commitment to the goals and objectives of the organization; • Willingness to devote the time and effort to effectively support the organization (including board meetings are held every quarter); • Willingness to be available to staff for advice and enquires on an ad-hoc basis; • Strategic vision; • Ability to think creatively; • Willingness to speak their mind; • An ability to work effectively as a member of a team; • Preparedness to make unpopular recommendations to the board; • Ability to communicate clearly; • Fluency in English, the board meetings and correspondence will be in English. The Treasurer is first and foremost a member of the Board. The Treasurer is responsible to the board members and to the funders for the funds received and spent by the organization. The Treasurer works closely with the Director and the Finance Manager of La Benevolencija.
