Teacher/Facilitator Training

BACKGROUND The high rate of illiteracy among youth is posing a huge challenge in the recruitment and formation of a professional and effective police force in Afghanistan. NATO’s training mission in Afghanistan estimates that only 14% of new recruits are literate (Lekic, 2011), making literacy a top priority for national and international bodies working in the area of police training. For officers to be able to participate in the training and mentoring programmes that are currently the main focus of police reform activities, the literacy skills of both new recruits and police officers must be improved. Low levels of literacy distinctly limit officers’ capacity to perform the full range of necessary policing duties and increases rates of attrition among newly recruited officers. As Afghanistan prepares for the reduction of foreign troops, it is crucial to have a police force that is ready to fill that void and perform those duties effectively. The Afghan National Police (ANP) must be able to transition from merely a counter-insurgency focus to one of a civilian force able to participate fully in democratic policing. The LEAP project will provide technical expertise in enhancing the delivery of literacy training to Afghan National Police (ANP) officers who have difficulties in reading, writing and calculation. The implementation of the programme will be lead by the Ministry of Interior. A coordinating committee will be formed in order to achieve close collaboration and coordination with the large scale literacy interventions to ANP by NATO Training Mission in Afghanistan (NTM-A) and GIZ. Literacy materials designed to maintain newly acquired skills, and other learning resources will be developed by UNESCO in close collaboration with the MoI. A minimum of 35 master trainers will be equipped with enhanced capacities in managing and sustaining quality literacy education for the ANP.

TERMS OF REFERENCE

Work closely with UNESCO’s National Progrmame Officer to lead the development and implementation of the Master Training and Facilitator Training packages.

Provide programmatic and technical inputs regarding the development of in-service and pre-service facilitator trainings;

In cooperation with MoI and other partners, identify the relevant themes /topics required for the ToT of police literacy facilitators;

Lead a team of Senior Master Trainers to design and develop the facilitator training manuals that incorporate participatory methods and adult learning principles for Pre facilitator training;

Lead a team of Senior Master Trainers to produce 3 workshops designed to provide in-service support to current facilitators.

Mentor Senior Master Trainers in leading workshops and providing mentoring and coaching to police literacy facilitators.

DELIVERABLES: Training Package for Master Trainers that includes: 10 day pre-service training for facilitators and 3 workshops for in-service support/training.

QUALIFICATIONS An advance university degree (PhD level) in the area of Teacher Training, Adult Education, Curriculum Development, Literacy or related field; At least seven (7) years of experience in development, assessment and evaluation of curriculum, teaching and learning resources required; Professional experience working in Afghanistan or conflict-affected areas highly desirable; Thorough understanding of the issues surrounding development of educational institutions in transitional countries; and Demonstrated ability to work closely with a diverse team.

ADDITIONAL INFORMATION Duration of contract: 3-6 months Level of Salary: P5 Level Start date: ASAP Duty station: Ministry of Interior, Education and Training Command, Kabul, Afghanistan with possible field visits Living arrangements: The consultant will stay at UN approved accommodations, an allowance to cover the full cost of housing will be provided.
