Programme Manager (Transit Migration) (P3)

Under the direct supervision of the Chief of Mission (COM) in Egypt and in coordination with relevant units at Headquarters (HQ), Cairo and Sana'a, in particular, the Migration Health Division (MHD) in HQ, and the Migrant Assistance and Protection units in Cairo and Sana'a, the successful candidate will be responsible for the implementation of the project entitled 'Promoting Better Health and Well-being Amongst Migrants Transiting through Egypt and Yemen' in Egypt and Yemen and other projects and/or activities related to technical cooperation to be specified by the CoM in the field of migration management, including security sector reform and border management.

The successful candidate will serve also as a resource person and provide overall guidance for other mission-related capacity-building initiatives in the field of migration management in Egypt, and for the Middle East and Northern Africa (MENA) region as deemed to be necessary or requested.

Core functions/ responsibilities:

  1. Manage the overall implementation of the project/s in a timely manner and be responsible for the financial, administrative and technical oversight of the project/s, in line with IOM's policies and practices as well as donor requirements.

  2. Monitor project/s' progress, specifically aimed at documenting and evaluating results as well as increasing effectiveness and recommending appropriate action.

  3. Establish and maintain strong partnerships and liaison with Government entities, in particular the Ministry of Interior and Ministry of Health, local authorities, implementing partners, UN agencies and other stakeholders in the projects' target countries; promote dialogue, information-sharing and cooperation among Government and non-governmental actors.

  4. Keep abreast of policies, international standards and best practices relating to the rights of migrants and in particular the protection of vulnerable migrants; share and advocate for their development and implementation with relevant partners in Government and civil society.

  5. Explore potential entry points for expanded collaboration with relevant authorities and partners on project-related activities, identify new project possibilities arising from this project in Egypt and Yemen, in relation to expressed governmental needs, donors' priorities and in line with IOM's mandate and strategy; formulate new programmes/projects and participate in negotiation with donor representatives.

  6. Regularly review and advise the Chief of Mission on the overall direction and strategy of the Project and other related programmes for effectiveness, coherence and integrity, working to build linkages and synergies with other IOM programmes in the mission.

  7. Prepare donor and other reports and ensure proper information exchange on all operational aspects of the projects between IOM, donors and other stakeholders; prepare and collate general and specific information on programme activities as requested by donors/external parties, IOM Missions, HQs and other internal counterparts as well as other reports, as requested.

  8. Provide input into the development of mission and programme-specific policies and strategies.

  9. Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM's image and activities.

  10. Supervise project/s staff as well as consultants recruited to support and/or undertake specific activities.

  11. Undertake site visits and duty travel as required.

  12. Perform such other duties as may be assigned.

a) delivers on set objectives in hardship situations; b) effectively applies knowledge of migration issues within organizational context; c) correctly frames migration issues within their regional, global and political context; d) effectively interfaces with government officials of appropriate level on matters related to substantive migration issues and the work of IOM; e) effectively coordinates actions with other implementing partners; f) works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Desirable Qualifications and Experience

a) completed advanced university degree from an accredited academic institution in Public Health, Law, Political/Social Sciences or ,equivalent combination of relevant training and experience; b) a minimum of five years (or seven years professional experience for candidates with a 1st level university degree) in project management in the field of migration/border management, community/public health, and migrants' rights; c) extensive experience in liaising with Government authorities, other national/international institutions; d) operational and field experience in migration management in the MENA region is of particular interest, including project development and advocacy; strong background in institutional and capacity-building; and e) understanding of the complex social-political environment of the MENA region; f) excellent knowledge of migration management principles, concepts and techniques.

Languages

Thorough knowledge of English. Knowledge of Arabic and French an advantage.
