I. Position Information

Job Code Title: Human Resources (HR) Focal Point Contract Type and Grade: Service Contract, SB-3 Duration of contract: 1 year (renewable upon satisfactory performance and availability of funds) Supervisor: Head of Programme Coordination and Analysis Unit

2- Organizational Context

Under the guidance and supervision of the Head of Programme Coordination and Analysis Unit and the overall guidance of the Regional Representative, the HR Focal Point provides leadership in execution HR services ensuring high quality, accuracy and consistency of work. The HR Focal Point promotes a client-oriented and consistent with rules and regulations approach in the Unit.

The HR Focal Point supervises the work of ROMENA HR staff and works in close collaboration with ROMENA staff both in Cairo and the outposts. S/he liaises and coordinates closely with the staff of UNODC HRMS in Vienna and UNDP offices in the region to ensure consistent quality service delivery and exchange information.

3- Functions / Key Results Expected

  1. Ensures Administration and implementation of HR strategies and policies focusing on achievement of the following results:

-Full compliance of HR processes and records with UNODC/UNDP rules, regulations, policies and strategies -Input to the ROMENA business processes mapping and elaboration of the content of internal management instructions on HR management in consultation with the direct supervisor and office management. - Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, change management processes.

  1. Ensures effective implementation of HR services focusing on achievement of the following results:

-Management of recruitment processes of locally recruited staff including provision of input to job classification, job descriptions, vacancy announcement, screening of candidates, organization and participation in the interview panels, writing interview reports, and submission of request for recruitment to the UNDP office concerned. -Administration of the recruitment process of internationally recruited staff, at the field level, including short-listing, arranging for interviews and administering technical test as appropriate, finalize interview reports and reflect the process in Inspira, in close coordination with HRMS. -Administration of the recruitment processes of interns, including job descriptions and advertisement, ensuring compliance with UNODC policy and guidelines on internship. -Management of contracts in and outside FOSI. Monitoring and tracking of all transactions related to positions, recruitment, HR data, adjustments and separations through FOSI, and advise UNDP for their action. -Supervise the attendance and leave recording, reporting and prepare reports on staff attendance through FOLV for submission to UNDP or UNODC HQ as required. -Maintenance of Field Office Subcontracts and Grants Management Database. -Maintenance of personnel records and files. -Administration of the CO rosters.

  1. Ensures proper staff performance management and career development focusing on  achievement of the following  results:
    • Provide performance management support to managers and staff by: a) Ensure communication and flow of information emanating from circular on Personnel and Administrative Policy matters received from UN Headquarters and UNDP; b) Carry out audit as necessary to ascertain the timeliness of Administration and Human Resources responses and adjust where necessary for continued improvement towards the achievements of UNODC mandate.
    • Ensure that staff are well informed on personnel related matters and that they are professionally informed on personnel matters
    • Provide technical advice and support to management and staff in the application of staff regulations and rules, HR policies and procedures, Administrative Manual and Administrative Circulars to ensure transparency and consistency of approach.
    • Design, plan, monitor and provide induction orientation programme and briefing of new staff members
    1. Ensures facilitation of knowledge building and knowledge sharing in ROMENA focusing on achievement of the following results:
  • Act as a training Focal Point;
  • Organization of trainings for the operations/projects staff on HR.

5- Recruitment Qualifications

Education: University Degree in Business or Public Administration or a related field. specialized certification in HR is an asset.

Experience:7 years of relevant HR experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems. Past experience with UN offices would be a distinct advantage.

Language Requirements:
Fluency in the English and Arabic.
