Afghanistan Projects Coordinator

Role and Responsibilities
The Projects Coordinator for Medair operations in Badakhshan Province is responsible for developing and driving forward Medair’s Projects in the region and for providing inspiring leadership and programme objectives for the Badakhshan team, as defined in the Afghanistan country strategy.

Project Overview
The projects Medair are currently implementing in Badakhshan are within the areas of Nutrition, WASH and ERM – Emergency Response. Medair has been in Afghanistan since 1996. Medair has a commitment to stay in Afghanistan and anticipates developing new projects in Badakhshan in the DRR and food security sectors to complement the nutrition programme.

Key Activity Areas

Project Oversight and Coordination in Badakhshan
• Work with Project Managers (PMs) to ensure delivery of projects to meet objectives, within timescales and budgets.
• Project monitoring oversight, using reporting from PMs on a monthly basis.
• Documentation management: responsible for ensuring all relevant documents related to the projects are produced and filed properly.

Security Management
• Member of BDK Security Management Team (SMT) for security decision making.
• Overall responsibility for the BDK Security Plan, decision making at BDK level, and communication with IRS security focal point in Kabul and CD on security issues.

Staff Management and Development
• Line management of BDK-based internationally recruited staff (IRS) team, including appraisals, objective-setting and personal and professional development.
• Oversight of nationally recruited staff (NRS) team (in coordination with HR Manager, Kabul, BDK PSM and Senior Finance & HR Officer), including decisions on disciplinary actions and ensuring all staff management practices are in accordance with Medair policies. AFG Programme strategy input and oversight of delivery in BDK
• Member of Afghanistan Management Team (AMT), responsible for BDK strategy and project development in line with the country strategy.
• Promote and ensure delivery of the strategy in BDK, with project development and coordination activities
• Identify new relief and humanitarian needs in largely underserved communities in Badakhshan province and oversee needs assessments where necessary (in coordination with ERM team).

Financial Management
• Ensure the BDK projects operate within Medair standards in relation to financial accounting and reporting practices.
• Monitor all projects spending in liaison with programme staff to ensure in-budget and on-time.

Represent Medair
• Liaise with local government officials and ministries, and the UN at Faizabad level, and coordinate with other NGOs.
• Facilitate the continuance of good relations with local beneficiary communities and district level authorities; assist with resolving disputes if necessary.

Qualifications
• University Degree
• Postgraduate degree in the humanitarian sector desirable

Experience / Competencies
• 2 years’ experience in management
• Previous experience working in developing countries and cross-culturally
• Experienced at proposal and report writing
• Advanced skills in project management
• 3 years management experience in relief and rehabilitation projects desirable
• Interpersonal conflict management desirable
• Experience in training, mentoring, coaching both international and national staff desirable
• Prepared to be challenged and excited to make an impact leading the team
• Open minded/ willing to adapt and adjust – and deal with changes to plans (often on a daily basis)
• Be aware and respectful of rural culture and traditions, e.g. in dress, behaviour, attitude to women
• Vision for new projects and the skills to spot potential for Medair to work in these areas
• Able to remain calm and level headed in the face of insecurity and/or community opposition

• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• This position is based in Faizabad, Badakhshan Province. Faizabad base is well equipped, but still involves basic living conditions and security limitations.
• The role involves trips to visit Medair projects in the project districts, with lengthy travel by car and sometimes horse/foot. The field bases have more basic, shared accommodation.
