Afghanistan WASH Project Manager

Role and Responsibilities To manage the WASH (Water, Sanitation & Hygiene) project in line with the objectives, budget and timeframe. Ensure that beneficiary participation is enhanced in all phases of the project. To anticipate, plan, initiate and share in the development of new WASH proposals. Recruit, manage and train Nationally Recruited WASH Staff.

Project Overview
Medair is implementing the following projects in 2011: Emergency Response, Disaster Risk Reduction, Food and Agriculture, and Nutrition programmes in Badakhshan province, and Water, Sanitation and Hygiene promotion (WASH) projects in Bamyan and Badakhshan.

Key activity areas


• Manage the WASH project, budget, and staff at site of operation.
• Plan and schedule project activities, coordinating with nutrition project staff particularly on the delivery of hygiene training objectives (joint activities).
• Liaise with stakeholders: beneficiaries, local government officials, UN and NGO agencies, to improve the planning and coordination of the current WASH project.
• Monitor need for additional WASH projects in or near programme areas.
• Supervise the WASH technical training of all WASH, construction, and community mobilization staff members.
• Ensure sectoral integration, learning, sharing and adoption of best practices as outlined in Sphere, MRRD WSG guidelines, and other sources of information.
• Work in coordination with the WASH Manager (Central Highlands).
• Prepare Monthly / Interim / Final WASH activity reports for Medair and donors.

Technical / Management
• Ensure good community mobilisation.
• Ensure the quality construction of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place.
• Conduct regular monitoring and evaluation assessments against project objectives.

Staff Management
• Provide training to all WASH staff so as to ensure ownership and full local responsibility of all WASH activities within budget and operational constraints.

Logistics
• Oversee the logistics planning for the project, ensuring the timely arrival of materials, safe storage of assets / materials, and clear up-to-date record-keeping.

Financial Management
• Provide all financial planning and reports as required by the Finance Manager (cash forecast, etc) and the Projects Coordinator.

Security Management
• To be responsible for the safety and security of project assets on site of operations.
• To employ health and safety operational approaches during all project activities.

Qualifications
• Relevant degree level qualification (engineering preferable)
• Higher level qualification in a technical field, preferably in water and sanitation
• BSc/MSc in Water, Hydrology, Environmental Engineering or Management desirable
• Post-graduate qualification in relief or development desirable

Experience / Competencies
• Two years work experience post qualification
• Two years of experience in a management position
• Experience in delivering training, awareness raising or behaviour change components of projects
• Good report and proposal writing skills
• Ability to communicate technical information at a senior level in English
• Willingness to learn Dari
• Advanced planning, assessment and analytical skills desirable
• Able to oversee multiple tasks
• Capacity to work under pressure, in an insecure environment and to tight deadlines

• Minimum three months of overseas intercultural experience
• Strong working knowledge of English (spoken and written)
• Single or married (with no children under 18). If married, your spouse must also apply.
• Competent with Office Word, Excel, PowerPoint, and Outlook
• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)
• Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• This post requires extensive field travel and much time will be spent at remote field locations and field bases, with basic living conditions. Travel is by vehicle in the summer months and by horse or foot in winter months.
• Project locations are in rough, rugged terrain. A willingness to learn the local language is ideal, although translators will be used on the project.
