Deputy Director, Public Health Programs Location: Nepal

We seek qualified candidates for the position of Deputy Director, Public Health Programs in Kathmandu, Nepal.
Position Responsibilities:
Country Office Leadership
Serve as a member of the FHI 360 Nepal Senior Management Team and work closely with the Country Director (CD) and Associate Director (AD) to provide input and assistance to the management of the country program.
Serve as a member of the FHI 360 Nepal Senior Leadership Team to develop country program strategy, business plans, operational plans and budgets.
Carry out tasks as identified in the FHI 360 business and operational plans, identify and explore further areas of interest to FHI 360, and contribute to the growth and diversification of the FHI 360 portfolio.
Represent FHI 360 in external functions as needed at the national, regional and district level.
Participate and contribute to the overall mission of FHI 360 Nepal.
Supervise senior level program and technical staff members including: 1) Senior Surveillance and Research Specialist; 2) Technical Unit Head; 3) Team Leader Central and Eastern Regions; 4) Team Leader Western Regions; 5) Capacity Building Advisor; 6) Strategic Behavior Change Specialist; 7) Senior Strategic Information Officer.
Program Unit Management
Review program strategies, project design and implementation, monitoring and evaluation plans; review and verify final documents to assure their high quality prior to execution.
Manage the development of sub-agreements, contracts, amendments and annual work plans including activities, budgets and implementation plans and monitor subprojects to ensure that implementation is conducted in a timely and technically sound manner.
Review and ensure that sub-agreements, contracts and amendment documents meet the program and technical requirements and maintain quality assurance before execution by Country Director.
Prepare program reports (such as monthly/quarterly/semiannual reports), briefs and other communication and reporting requirements for FHI 360, donors, and Government of Nepal.
Maintain regular communications with USAID Health Team other relevant donors regarding program related questions.
Provide oversight and guidance to ensure that country program and subproject workplan activities are conducted as planned, targets and technical requirements are met and deliverables completed in accordance with donor agreements and program objectives.
Technical Unit Management
Ensure FHI 360 Nepal technical quality, expertise and contribution is shared widely with donors and collaborating partners.
Ensure appropriate levels of technical assistance in program operations and coordinate closely with APRO for timely technical assistance in relevant technical areas; submit annual plan for TA needs from the country office to APRO.
Keep updated on state-of-the-art global technical advancements in public health and research to apply to ongoing FHI 360 Nepal programs.
Strategic Information Unit Management
Provide oversight to the Strategic Information Unit and work closely with SI staff to guide the development and implementation of strategic information initiatives including but not limited to paper publications, research, monitoring and evaluation plans, selection and reporting for key indicators.
Ensure that all programmatic reporting is accurate, timely and meets FHI 360 and donor requirements.
General Management
In collaboration with the Country Director and AD, determine overall country office staffing needs and organizational structures; participate in the preparation of the staff professional development plan; participate in the recruitment and orientation of personnel
Provide technical assistance through the review and/or writing of proposals, protocols, papers, reports to ensure accuracy and appropriateness.
Works with relevant FHI 360 staff for communications and public relations to coordinate publications, documentation and dissemination of FHI 360 program activities and lessons learned.
Ensure effective management and monitoring of program through field visits, regular FHI 360 program and technical team meetings, annual and quarterly workplan meetings; regular meetings with collaborating agencies, USAID and other donors.
Arrange for and accompany donor representatives on field trips to project sites.
Supervise and direct the day-to-day work of the Program, Technical and Strategic Information Units including coordination with Administration and Finance Units.
Other Duties
Represent FHI 360 Nepal in public forums.
Serve as Acting Country Director when needed.
Perform other FHI 360 related duties as assigned by the Country Director or FHI 360 Senior Director.
Minimum Requirements:
Master’s degree in management, public health, social science or related field.
Minimum of 7 – 9 years of experience managing and/or implementing HIV/AIDS prevention and care projects/program with NGOs, USAID or UN organizations.
Proven experience and performance in program development, grant making and grant management with an international organization
Ability to work in teams and create collaborative team building environment
Excellent English writing and with good communication skills.
Experience with USAID rules and regulations
Prior experience working in Nepal and ability to speak the Nepali language is an advantage
Ability to travel to the field 20-30 percent of the time
