Quality Improvement Officer Baylor

BACKGROUND: The Baylor College of Medicine Children’s Foundation – Uganda (Baylor -Uganda) headquartered at Mulago hospital, is a comprehensive HIV care and treatment organization that supports the treatment and care of HIV infected and affected Children and Adults. Baylor – Uganda has three operational areas; HIV/AIDS prevention, care and treatment services, Health Professional training and Clinical Research.

Baylor-Uganda is in receipt of PEPFAR grant through CDC, and is looking for knowledgeable, enthusiastic and compassionate individuals to become part of its comprehensive care and treatment team.

Quality Improvement Officer (2 positions)

Role definition: To align up to date maternal neonatal health SOPs to health centre service programs and makes critical decisions with regard to patient management in line with the maternal neonatal health SOPs

Work station: Head Office but periodically travel up country

Key result areas

1. Monitoring the integration of CQI activities into the district and Health facility work plans and budgets in line with the MoH policy for CQI and Baylor Uganda’s mission.
2. Develop care and treatment plans for patients with acute cases and their babies and prescribe ARVs, and other supportive medications appropriately according to the current MOH and WHO treatment guidelines
3. Conduct routine clinical and laboratory monitoring of pregnant women, lactating mothers and babies before and after initiation of antiretroviral therapy and provide appropriate care, treatment and follow up in line with MOH guidelines
4. Build and maintain networks with senior clinicians and other specialised Mulago hospital departments such as Uganda Cancer Institute, Uganda heart institute, pathology department and skin clinic for purposes of consultation, conducting specialized tests and conferring on individual patient management plans in line with Baylor Uganda’s mission.
5. Conduct CQI oriented operational research based on documented maternal neonatal health related lesson and organize annual lessons leant workshops for key stakeholders to share experiences in line with Baylor Uganda Research objectives.
6. Build the capacity of health professionals and junior clinicians at all Baylor-Uganda supported health facilities in maternal neonatal care and treatment management, and Continuous Quality Improvement in line with the MOH guidelines and Baylor Uganda capacity building guidelines
7. Identify patients with maternal neonatal problematic cases and present these cases in organisational clinical sessions like weekly case conferences, mortality audits, journal clubs and radiology meetings in order to build capacity together with other health care providers in current patient management challenges in line with the mission of Directorate of clinical services
8. Periodically assess the Quality Improvement projects for family planning reproductive health & immunization, PMTCT & HIV; make recommendations and appraise the “junior clinicians” under your supervision in accordance with the human resources manual and MOH guidelines.


Requirement:

Job specifications:

The job holder should have;

1) an M.B.Ch.B and registered with the Uganda Medical and Dental Practitioners Council, with certificate in quality improvement.

2) 2 years of experience in managing maternal & reproductive health programs/projects with a reputable international NGO, and direct experience with government and donor representatives

3) At least three years of experience in Quality Improvement approaches and training clinical service providers. Prior experience in the use of Collaborative approaches in Ql would be an advantage

4) have ever written research abstracts and manuscripts and even presented in conferences or published

5) Knowledge of immunisation, family planning and sexual reproductive health issues and ability to screen for tuberculosis and cancer

6) have Key personal competences in Team, networking and communication skills, Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative.

7) Should be willing to travel to the field for up to 65% of his/her time
