Position: Regional Programme Manager East Asia – 80% Duty station: Beijing - China Duration: 12 Months (with the possibility of extension) Status: Unaccompanied Starting date: 01 January 2012

Context The East Asian region is prone to multiple disasters. The NLRC has supported Red Cross/ Red Crescent National Societies in East Asia (esp. China, Mongolia and Korea) for a number of decades in order to implement Disaster Risk Reduction programmes and to respond to these disasters. The Regional Program Manager (RPM), based in China, maintains relationships with these National Societies at Leadership/senior management level and with other stakeholders in support of these programmes.

The NLRC is in the process of translating its 2020 Strategy into operational terms. The RPM will be responsible for guiding this process in East Asia and for providing inputs to the process of the NLRC based on information from East Asia.

At present two large projects are being implemented in the region: - In China: a HIV and AIDS project funded by the European Union ending in November 2012. - In Mongolia: a Water, Sanitation and Hygiene programme funded by “De Nederlandse Postcode Loterij” ending March 2014.

Purpose: To represent the NLRC in East Asia via a vis key stakeholders and to support international and national staff in the management of projects in East Asia.

Overall tasks and responsibilities

  1. Advises and communicates with RCSC and MRCS senior management on policy issues concerning the implementation of the NLRC funded programmes and projects.
  2. In China, manages the international delegate (Programme Manager of the HIV and AIDS programme) and the Financial Assistant in China.
  3. In absence of a delegate in Mongolia, liaises with various people of the Mongolian Red Cross regarding contractual issues, HR, finance, procurement and programmatic issues concerning the WASH programme.
  4. Supports (inter)national staff with the preparation of project documents such as project proposals, project agreements, and Memorandums of Understanding.
  5. Supervises NLRC office management at the IFRC in Beijing
  6. Supervises the NLRC programme budget in the region and has the final responsibility for the overall control on the financial administration of NLRC funded activities.
  7. Is responsible for timely and correct financial and narrative reporting to NLRC Headquarters on the progress of the regional NLRC Programme and compile monthly monitoring reports to HQ’s.
  8. Delivers input to NLRC Headquarters for an annual plan and programming regarding the NLRC-RCSC and NLRC-MRCS partnership.
  9. Is responsible that partners and staff members in the region are informed about the NLRC 2020 strategy and subsequent Ways of Working (WoW). Is responsible for inputs from the region in the decision making- and implementation-process of the Ways of Working, such as the choice of partners/countries and themes. Oversees that projects and activities are informed by the 2020 Strategy and WoW.
  10. Represents the NLRC in East Asia, amongst others also towards media, compiling press-releases, etc.
  11. Is the first contact point during disasters in Asia and coordinates the NLRC aspects of any disasters response in East Asia.
  12. Represents the NLRC towards the Red Cross Societies of China and Mongolia where relevant in (coordination) meetings with other partners such as IFRC, ICRC and National Societies, UN system, NGO's, Consultancy Agencies, Local Government.
  13. Follows up on donor contacts in the region, e.g. the European Union delegation and the Royal Netherlands Embassy.
  14. Organizes missions for the NLRC, other National Societies, external consultants and donors upon request and drafts the terms of references for these missions.
  15. Liaises with private sector companies, institutions and professional institutes including universities for opportunities for mobilizing funding and technical support – if necessary.
  16. Brings closure to the Cooperation Agreement Strategy (CAS) with the Federation in Korea.

Education - Relevant Masters Degree - WORC and IMPACT training is an advantage

Experience, skills and Knowledge  At least 6 years’ experience in working within the Red Cross Red Crescent Movement at managerial level or relevant management experience in other international organizations.  Excellent interpersonal skills and ability to establish and maintain effective partnerships both internal and with external partners.  Minimum of six years’ experience in disaster management in developing countries. Knowledge about HIV and AIDS, and about WASH is an advantage.  Experience in organizational and institutional development of Red Cross and Red Crescent Societies (or similar membership organizations).  Working experience in East Asia, preferably in China and Mongolia, and a realistic view on capacities of the region.  Experience in budget preparation and control. Experience in managing or supporting E.U. grants is an advantage.  Ability to work in a socio-cultural and political sensitive environment.  Excellent diplomatic skills.  Ability to travel regularly and to work independently.  Ability to make sound administrative/procedural decisions and judgments.  Good narrative & financial reporting and proposal writing skills.  Fluent in written and spoken English; command of Mandarin is an advantage;  Self-motivated, flexible and adaptable to changing working conditions.

Reporting

The RPM reports directly to the Regional Programme Coordinator of the NLRC in The Hague.
