Study Team for the Papua New Guinea Department of Education

The Papua New Guinea Department of Education, in collaboration with its development partners, is seeking to undertake a detailed Capacity Needs Analysis of the national education system followed by a three year Capacity Development Plan, with a view towards strengthening the delivery of education services to the people of Papua New Guinea.

The Department of Education seeks to engage the services of a specialist Study Team to conduct a comprehensive assessment of the capacity needs of the education sector and produce a three-year Capacity Development Plan.

The Capacity Development Facility, on behalf of the Department of Education, invites interested teams, organisations, institutions or companies to submit proposals for this important work.

The Study Team will consist of a maximum of five members: • Team Leader • International Adviser • International Adviser • PNG National Adviser • PNG National Adviser

Proposals should include three parts: a) Presentation of the team, including a summary of the team’s experience and CVs of all team members b) A technical proposal, including a methodology and a justification of the approach proposed for the capacity needs assessment and Capacity Development Plan c) A financial proposal, including an overall cost, an explanation of inputs and unit costs.

All proposals will be scored using the following approach: • 80% of the score will be given for team composition and technical proposal (a) and (b); • 20% of the score will be given for the financial proposal (c).
