Thailand Regional Communications Director - EASO

PURPOSE OF POSITION:

The purpose of the role is to provide technical leadership and support to the East Asia Region in the area of Communications to: Raise awareness and understanding among all stakeholders (both internal and external) of the needs of poor and marginalized children, families and communities especially of Asia and Pacific Region and of WV’s response and impact. Contribute to enhancing the organizational capacity to effectively and proactively position WV as a leading relief, development and advocacy agency in East Asia Region.

This purpose is achieved through seven main communication areas:

Donor & Public Engagement communications Media communications Advocacy communications Emergency communications Internal communications Capacity building and resourcing of national communications teams for robust performance areas. Where feasible, participation and voice in the ADP ministry and external communications by National Offices to donors and publics.

KEY RESPONSIBILITIES:

LEADERSHIP

Advise and support the Regional Leader (RL)/SDO, the regional team and the Global Centre Field Communications Advisor (FCA) in the area of communications for effective public positioning of World Vision. Advise and support the RL and FCA to effectively communicate with various stakeholders, both internal and external on the work of WV in the East Asia Region. Advise National Offices and regional team on proper engagement with media and publics especially during complex humanitarian emergencies and political, social, economic, environmental and other crises. Serve as the WV Spokesperson where required, representing the East Asia Region and broader WV ministry. Provide leadership to Communications in CHE (Levels 2 and 3) crisis and response within the Region Practice servant leadership and be a role model for the staff team, peers and others.

STRATEGY

Lead the development and implementation of regional communications secondary strategy and business plan in support of and in alignment with regional (including technical sector secondary strategies) and global communications strategy and priorities. Collaborate with the other regional functions to ensure that Communications is adequately integrated within all regional secondary strategies and priorities. Contribute to the development of overall regional strategy and global communications strategies, priorities and plans ensuring that communication priorities of East Asia Region are integrated and prioritized. Support National Offices in developing effective communication strategies and plans appropriate to their context in alignment with the regional and global strategies and priorities. Contribute to, support and implement communications strategies and outputs associated with organisation and region-wide change management processes.

OPERATIONAL (TECHNICAL) SUPPORT

Identify and advise on cutting edge and appropriate technology communications that facilitates effective and cost efficient communications within the organisation. Contribute to development of global policies, guidelines and standards relating to communications and provide leadership in contextualizing and mainstreaming them within the region. Ensure technical support (provide where necessary) to National Offices on communication during the initial phase of CAT II and III response within the Region. Support and guide National Offices in positioning WV locally as a leading relief, development and advocacy agency. Collaborate with Global Centre, Support Offices and National Offices in global and multi-country initiatives and projects by providing technical leadership / input as appropriate. Coordinate and support Regional Office communications, both print and electronic publications and communications resources. Advise and support National Offices in preparing public statements to media during complex Humanitarian Emergencies or during political, social, economic, environmental or other risk management crises where WV’s operation is significantly affected. Guide and support National Offices on appropriate communication tools including web sites, TV, newsprint, brochures, video coverage etc Monitor the region for sensitive media issues that could impact WV and advise senior leadership on how to position the organization. Advise Support Offices and the Global Centre on regional context and appropriate messaging and positioning related to the East Asia Region.

CAPACITY BUILDING

Coordinate the assessment, development and implementation of an integrated regional capacity building plan based on regional communication priorities and strategy. Advise National Offices on Five Focus Areas and Communications Core Competencies and capacity requirement at national level (including advice and support in recruitment and induction of communications leadership). Identify, share / facilitate access to communications resources and appropriate materials, learning and support opportunities for National Offices. These may include engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring and active involvement in training for high level strategic capacity building.

KNOWLEDGE MANAGEMENT

Lead the process of continuous learning on appropriate communication systems and tools appropriate to the context of East Asia Region. Encourage mutual learning on Communication best practices between National Offices within the East Asia Area and between other regions. Facilitate the formation and coordination of regional communication forums/networks that contribute to the sharing of best practices and outputs, strategy formation and that promote learning Share best practices and contribute to the community of practice and centres of excellence.

QUALITY ASSURANCE

In collaboration with GC Communication, establish appropriate standards for NO and RO communications. Support National Offices in ensuring adherence to communications policies, protocols, standards and branding of WVI. Support and ensure that all RO communications to various stakeholders, media and public are aligned with the WVI brand. Support the SDOs in addressing alignment, compliance and quality issues and needs of National Offices related to communications.

INTERNAL LIAISON AND COORDINATION

Act as a strategic link and focal point for regional communications connecting National Offices, Support Offices and Global Centre for mutual support. Participate and actively contribute in the partnership forums, working groups and networks related to advocacy as deemed necessary by regional leadership. Work with other members of the EASO functional groups to ensure that communications can adequately support the wider ministry of World Vision in the region.

EXTERNAL RELATIONS

Liaise and advise on media requests to National Offices as required. Develop and maintain good working relationships with external stakeholders such as media, donors, UN, policy makers, coalition and other partners and audiences to enhance World Vision’s credibility and influence in the promotion of children’s rights.

GENERAL

Perform any other tasks assigned by the Regional Leader or SDO and the Global Centre Field Communications Advisor

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:

Relevant bachelor’s degree in Journalism, Communications or Marketing Excellent oral and written (English) communications skills Knowledge in photography, graphic and website design Strong interpersonal, networking and organizational skills Training, coaching and editing skills Demonstrated facilitation and collaboration skills High level of awareness of global and regional socio-economic, political and environmental issues At least 5 years professional experience in communications management, media or public relations at advanced level At least 2 years professional experience in International communications, media or public relations Experience in media crisis At least 1-2 years working experience in Asia Pacific Experience in high level government, IO & UN representation Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint Must be willing and able to travel extensively in East Asia May need to work with other virtual teams of different time zones
