Afghanistan Audit Planning & Reporting Advisor

Average salary up to US$120,000/annum plus allowances based on relevant qualifications and work experiences 1. Organizational Context The Control & Audit Office submits Audit Report semi-annually to the President and National Assembly. In addition, it also submits an audit report on state financial statements (Qatia Accounts) before the end of six months of the audited year. CAO has also taken up Performance Auditing recently. The organization audits Government entities, both in centre and provinces, raises objections, provides observations and recommendations, follows up and then prepares Audit Reports for the information and decision of stake holders. The Control & Audit Office plays an important role in bringing transparency and accountability in the Governance. With the establishment of the Democratic institution, its role has changed and mandate has changed during last few years. It requires capacity development to conduct audit in accordance with international standards and the financial management system of the country. The role of Planning & reporting Advisor is pivotal in performing such task to the highest standards and to fulfill the expectations and provide assurance to all the stake holders.

Civilian Technical Assistance Programme (CTAP)

The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development Specialists.

On behalf of the Control & Audit Office, CTAP is now seeking to fill the position of Audit Planning & Reporting Advisors to work in Control & Audit Office, under the management of the Deputy Auditor General (Operations). This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

  1. Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development program within the Control & Audit Office. The assignment will be under the supervision of the Deputy Auditor General (Operations).

The successful candidate will provide technical advice, management support and technical inputs required to allow the Control & Audit Office to achieve its objectives and strategies that it needs to implement its programs. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.

2.2 Duties and Responsibilities Audit Planning & Reporting Advisers Will assist the Deputy Auditor General (Operations) of Control & Audit Office in proper conduct of Audit Planning & Reporting to the highest standards and to coordinate the Department’s activity in the professional and technical manner in preparing and ensuring timely conduct of audit cycle to support the organizations activities the implementation of its mandate and its obligation to submit credible and well prepared Audit Reports to the President and National Assembly and other Stake holders. • Transfer of knowledge on INTOSAI Auditing Standards esp. on Audit planning and Reporting; • Development of Audit planning techniques and use of various audit tools; • Support in Audit Reporting format and necessary ingredients into it; • Assist in Gathering of necessary information and analysis ; • Assist in Follow up with the Audited entities • Assist in set up a mechanism for interaction between stakeholders • Preparation of audit report and the contents • Class room Training and on-the-job training as required • Assist in the development of strategic plans for the smooth operation of audit activities; • Provide advice to the Deputy Auditor General (Operations) on policy matters relating to the Audit Activities and the work of the Department in general; and • Assist the Planning & Coordination Department in implementing strategic objectives for the Audit Activities. 2.3 Deliverables The deliverables of Audit Planning & Reporting Adviser is: • A Department wide Strategy and implementation plan; • A stakeholder analysis and monitoring plan; • Format for Audit Plan and Report; • Preparation of a data base of important information ; • Monitoring and evaluation reports as required by the Deputy Auditor General and Auditor General • A training and development plan for the staff of the Control & Audit Office .2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: • CA/CPA/Government Auditor in a Supreme Audit Institution with a Bachelors Degree • At least 10 years of work experience in Auditing, preferably in the area of Audit Planning & Reporting; • Demonstrated experience in capacity development • Good team worker, capable of working effectively in a very challenging environment • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus

Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.

Afghan expatriates who currently hold MCP Employment Contract are not eligible to apply for CTAP Positions.
