JOB PURPOSE: Under the guidance of the NRC Programme Manager, Education for Afghanistan, the Education Deputy Program Manager will contribute to the achievement of NRC’s objectives in Afghanistan to protect and promote the human rights of returnees and IDPs in term of education in order to contribute to conditions for durable solutions.

Be responsible for assisting the Programme Manager in the overall planning and implementation of the Education Programme in Afghanistan.

TASKS AND RESPONSIBILITIES: This job description is an appendix to the contract and the employer can at any time make changes after discussions with the Country Director and the Programme Manager.

SPECIFIC DUTIES: • Develop steps and procedures in the planning and implementation of the education program in accordance with agreements with donors and implementing partners; • Assist in monitoring, evaluating and suggest changes and improvements in program and materials based on observations and discussions with the education staff and the Program Manager. • Keep updated on educational support provided in Afghanistan from different NGOs and actively seek cooperation with these organizations • Keep updated on government policy and national plans on education in Afghanistan • Keep updated on national curriculum and plans for development of curriculums. • Liaise with the ministry of education, DMoY and other relevant authority in Kabul and develop a good working relation with them. • Liaise with the ministry of education in Kabul and develop a good working relation with other national authorities.

ADMINISTRATIVE: • Assist in ensuring optimal use of financial resources and good budget management; • Assist in overseeing and maintaining field reporting quality and timeliness; REPORTING AND COMMUNICATION: • Prepare projects’ update/reports to Program Manager; • Represent Education Program and provide technical expertise to cluster and coordination meetings as needed; • Communicate, exchange information and co-operate with relevant external actors; • Contribute to the development of NRC’s strategy, action plan and activities plan and priorities for the Education Program. • Represent NRC in high profile meeting with government officials and ministers, when needed.

EDUCATION PROGRAM MANAGEMENT AND DEVELOPMENT: • Assist in the development of components of the education program, including the development of relevant education project/proposals; monitoring and quality control; • Participate and assist the Program Manager in relevant meetings with the UN, Governmental authorities, and other actors both centrally, in provinces and globally of activity; • When necessary, represent NRC/education Programme in networks in consultations with Programme Manager; • Assist in assessing the needs for capacity building among staff; • Provide input in the development of strategies and planning documents. • Assist in developing ongoing structured and targeted capacity development for education staff based on identified knowledge/skills gaps; • Assist in coordination and information sharing among education staff; • Report to Programme Manager any violations of NRC’s Personnel Policies or Code of Conduct.

ACHIEVEMENT INDICATORS: • Project reporting and implementation according to mandate and objectives; • The overall objectives for the education project in Afghanistan have been achieved and • support of local staff; • Networking with other local and international key actors in education; • Reports have been produced at regular intervals, and spending is in accordance with the approved budget;
