Afghanistan National Project Coordinator - Shelter

Position Objective: The Norwegian Refugee Council has been implementing projects for Afghan Returnees and IDPs in Afghanistan since 2002. The country program includes projects within Education, Information Counseling and Legal Aid (ICLA) Shelter.

The main activities within the shelter program are currently the construction of permanent, transitional and emergency shelters by the provision of shelter packages to Returnees and the Internally Displaced Afghan population. During 2012, NRC plans to expand the scope of the project with the inclusion of provision of NFI and winterization kits to vulnerable displaced population. These activities play a significant role in stabilizing political turmoil and social unrest among the uprooted population in Afghanistan’s rural and urban areas.

The efficient and smooth implementation of the shelter programs, NRC planning to nationalize shelter project coordinator’s positions in all provinces in Afghanistan with the establishing new shelter Programme Manager based in Kabul.

Job description • In close collaboration with the Programme Manager/Area Manager, manage, coordinate, develop and expand NRC’s Shelter projects in Sari Pul province; • Manage NRC Shelter staff in Sari Pul, providing on the job training as required to increase the capacity of the team; • Prepare monthly reports of all NRC Shelter activities in Sari Pul, and as required by donors; • Manage and monitor program finance and budgets, ensuring that all project activities are in accordance with budget lines;

• Quality control of all Shelter activities – travel regularly to all the NRC construction sites ensuring that all constructions are in accordance with norms and standards; • Develop/Implement the planning for the extension of NRC’s Shelter team and activities to all the areas once funding is secured in close collaboration with the Programme Manager/Area Manager; • Ensure a constructive co-operation with other NRC programs in Sari Pul, local authorities, other international and local NGOs as well as the UN Agencies • Monitor and ensure quality control of all Shelter Activities • Participate in relevant meetings; • Any other task relevant to the position as requested by the Programme Manage/Area Manager. Personal qualities • Relevant experience and/or higher education, preferably within Civil Engineering or Social or Management related study • Goal oriented • Ability to work under pressure, independently and with limited supervision • Ability and willingness to work and live under difficult circumstances • Flexible, creative and co-operative • Security, political and cultural awareness • Sense of humour Qualifications • Min 3 years field experience, preferably from refugee/IDP/returnees shelter programmes in complex emergencies and with experience from working in a difficult security environment • Practical experience with planning and execution of school and housing/construction projects • Experience in capacity building, staff management and training of workers • Experience of management of projects to deadlines • Experience in logistics/ admin management work • Demonstrated management and leadership skills • Financial skills including budgeting • Fluency in the Pasthu language and proficiency in English language.. • Computer skills All employees of the Norwegian Refugee Council should be able to adhere to our Codes of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable.
