Contract Grade: B Contract Length: 1 year with possible extension Date Needed By: Jan 2012 New Post or Replacement: Replacement Accompanied / Unaccompanied: Unaccompanied Exact Job Location: Tahoua, Niger Reports To: Area Coordinator Responsible For: Two National Programme Managers (CSP and Nutrition), BCC Officer and Monitoring and Evaluation Officer Liaises With: Health Advisor, nutritionist, documentation officer, programme managers and senior management team.

Job Purpose: To provide management and technical support to the health and nutrition Programme by mentoring, reinforcing local coordination, providing oversight, leading programme implementation in Tahoua region in Niger Main Duties & Responsibilities: Leadership and Capacity Building • Provide proactive leadership and management to add value to existing programming and develop new programming with Health Advisor and ACD-Programmes in line with the country strategy. • Provide strategic leadership to the Health and Nutrition team by promoting best practices and ensuring that all programme elements are delivered to plan • Actively engage with and contribute to Concern Worldwide’s on-going learning in health and nutrition sectors. • Provide technical assistance (advice, training, capacity building, documentation, etc.) for all CSP and nutrition interventions. • Participate in and support Country Management Team in strengthening coordination and collaboration within teams and across all teams, maintain and ensure constructive communications, contribute to a positive working environment. • Work closely with Health Advisor, ACD-Programmes and GSM manager in HR development and management. • Set objectives and ensure performance reviews of CSP and nutrition managers, BCC officer and M&E officer. • Identify training needs and support implementation of training plans with the support of ACDP and GSM, ensure all programme staff/partners are fully oriented in Concern’s Programme Participant Protection Policy, HAP principles and commitments. Management • With the support of the AC and the systems (Logistics, HR, Finance, IT) ensure an effective, efficient and timely execution and management of the health and nutrition programme. • Work with ACD-P, AC, Health Advisor and Nutritionist in the process of developing and implementing Health and Nutrition annual operational & budget plan • Hold, manage and oversee the health and nutrition budget by providing monthly (and when needed) feedback on management accounts. • Apply Concern procurement procedures to ensure value for money and accurate financial reporting • Ensure that programme activities are continuously monitored, evaluated and reported upon. • Work with the Health Advisor and CSP program manager to implement the CSP program: • Work with Health Advisor, the M&E officer and the nutritionist to ensure that M&E system is developed and that staffs maintain systematic data collection and analysis: it includes SMART surveys, routine weekly and monthly data collection, operational research and any program surveys undertaken under the health and nutrition department. • Effectively use regular M&E feedback to adjust programming and ensure relevance. • Participate to the program review or any relevant programme meeting to support the enforcement of Concern programme approaches. Reporting • Ensure high quality and timely reports developed for donors, partners • Produce a monthly report of the health and nutrition programme highlighting key progress, achievements and challenges. • Participate to the writing of surveys reports, technical reports or any reporting related to the health and nutrition programme. Representation/Coordination • Liaise with FIM and education programme to ensure Concern’s work in both integrated and complimentary • Develop and maintain good professional relationships with the Ministry of Health, international agencies, NGOs, partners and other stakeholders working in the health and nutrition sector in Tahoua region. • Act as Concern’s Health programme representative with the government, non-state actors, and donors at district and regional levels, including serving in the role as Partner Focal Point to the Regional Ministry of Health. • Participate in management discussions and strategic decisions as a member of the Country Management Team and contribute to the revision of Concern Niger’s strategic plan and policies related to health and nutrition • Liaise with the Health Advisor and technical advisors and identity researches within the programme are suitable for lessons learning and publication – lead in the field development of such researches in conjunction with the Health Advisor. • With the Health Advisor and ACD-P develop effective, innovative actions in advocacy to achieve greatest and most sustained impact through the programme. • Participate in the development of Concern Niger’s Health/Nutrition Programme Strategy in close collaboration with Health Advisor, ACD-P and other Concern staff • Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked to as a professional organization. • Liaise with regional intervening partners (and build strong relationships with the regional UNICEF and OCHA representatives. • Carry out other duties as assigned by the Health Advisor, ACDP, AC and CD.

PERSON SPECIFICATION Education, Qualifications & Experience Required:
ESSENTIAL • Masters in Public Health or equivalent qualification • At least 3-5 years of relevant experience in public health and project/programme management, with significant experience in developing/managing health and nutrition projects in a development context • Experienced in IMCI and CMAM • Familiarity with budgeting and financial monitoring processes as well as project management tools • Strong staff management, capacity building and supervision skills • Proficient spoken and written in English and French • Computer Skills :Conversant with Microsoft Word and Excel • Capacity to work in a multidisciplinary team, and see the importance of multidisciplinary action for achieving nutrition impact and to tackle severe poverty • Prepared to work and live in challenging and remote locations.

DESIRABLE • Experience in working with Child Survival Programme • Experience in working with health ministries, networking and • donor relations • Experience working in nutrition interventions, mother and child
• health related projects • Experience in community mobilization / behavioural change strategies • Experience developing monitoring and evaluation frameworks for health • and nutrition programmes training of trainers & facilitation skills • working with partner organizations; Experience in strategic development of country level health programming especially in post war contexts, mainstreaming of cross cutting themes like HIV and AIDS, equality
