Literacy Expert (International Technical Advisor II)

EDC’s International Development Division seeks a Literacy Expert with vision and capacity to join EDC’s Literacy and Basic Education team. Efforts will center on advancing and implementing a robust stream of literacy work that applies EDC’s Read Right Now approach to early grade reading, particularly in the areas of curriculum and materials; instructional practices; teacher professional development and pre-service (college) teacher preparation; literacy for out of school youth; assessment; and interactive radio instruction, and other technologies appropriate to developing and middle economy countries. This position will be based in Washington DC initially and then may transition into a full time field position.

ESSENTIAL FUNCTIONS - The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The Literacy Expert is expected to work with colleagues to disseminate and continue to shape EDC’s vision of effective reading programs within EDC and with partners, cultivating relationships with clients and potential clients, and developing and maintaining productive relationships with USAID. The job requires adherence to EDC policies and procedures. Responsibilities include the following:

• Advance EDC’s goals and agendas for reading programs in developing and middle income countries • Write technical proposals • Provide technical assistance for ongoing development projects. • Stay abreast of, synthesize, and communicate research, needs, and trends in literacy • Support the implementation of a robust research agenda to inform EDC’s work as well as that of our partners

QUALIFICATIONS - This position is based initially in Washington DC and may then transition into a position abroad. The role requires educational achievement and a strategic mind set; demonstrated proposal writing expertise, creativity, and flexibility; ability to work independently and effectively; and strong interpersonal and organizational skills. Specific requirements:

• Master’s Degree required • PhD preferred • With Master’s degree, 7–10 years related experience, including a minimum of 5 years supervisory/project management or program development experience, including 10 years of experience with USAID-funded project, policies and procedures • With PhD, 5–7 years related experience (as above) • Knowledge of literacy best practices required; demonstrated experience in field based literacy programming preferred. • A professional reputation and established contacts that serve to generate and promote EDC products and/or services • Candidates must be able to travel frequently • Outstanding leadership skills • Excellent analytical skills and aptitude for details • Capacity to work in difficult conditions and function well under pressure • Proficiency in English, second language skills also preferred • International experience required; experience in a developing country required
