Belgium Eurodad Director

Role Purpose:

The European Network on Debt and Development works for social and economic justice through research and advocacy work to improve European Union institutions, other international organisations, and European government policies and practices on finance for developing countries. Its focus areas as of now are aid effectiveness, tax and development, responsible finance and debt cancellation, and the role of private finance in development. The network office in Brussels employs 7 people who assist its 57 network member groups across Europe to understand and intervene in current policy debates. Office staff undertake information-sharing, research and advocacy, and organise meetings with NGOs, officials and others. The work is carried out in close cooperation with networks in Asia, Africa and Latin America.

The director manages a busy small team, ensuring high quality research outputs and good communication of key messages to target audiences in official institutions and NGOs. The work involves planning, fund-raising and reporting as well as writing and editing. The director represents the network at meetings with senior decision-makers, and facilitates meetings of network members to agree joint positions and actions. This is a challenging position, which requires the ability to provide direction across a broad network seeking to achieve change in vital policies that affect people across the world.

The successful candidate will have experience in managing a team, undertaking planning, budget management, fund-raising and reporting. He/she will have demonstrated the capability to work collaboratively on research and advocacy with diverse organisations while exerting leadership to achieve political change. He/she will be an excellent written and spoken communicator in English, and have a good working knowledge of at least one other major European language. He/she will have a strong strategic vision of the role of civil society in development finance and commitment to Eurodad values. The position requires frequent travel, sometimes at weekends.

Key responsibilities:

Organisational planning and management

Produce strategic plans and an annual work plan in close consultation with staff and network members. Support staff to deliver on the work plan, ensuring reports and meetings are achieved to a high standard, tracking impacts, and making any changes as needed. Ensure conformity with organisational statutes and relevant laws. Improve or introduce new internal procedures as needed. Report proactively to the board and propose changes in plans or practices. Hire staff, support staff development and conduct appraisals. Fund-raising and finance management

Undertake and coordinate fundraising activities, including developing contacts with donors and writing or editing proposals. Oversee budgeting and budget management, including decisions on events and activity budgets, on supplier changes and all means to pursue financial efficiency. Oversee production of financial and narrative reports to funders and members. Editing and writing

Commission and oversee production of research reports by staff and consultants. Edit and improve draft articles and reports by staff. Write articles for Eurodad publications and other outlets. Oversee the maintenance of a high quality website and newsletter. Facilitating and networking

Encourage the growth and development of the network. Facilitate meetings of network members and allies to evaluate recent work, determine priorities and produce common plans. Guide the development and implementation of strategic European and global coalitions. Provide strategic and tactical advice and leadership to staff and network members. Obtain information and political intelligence from officials. Speaking and advocacy

Attending national and international meetings with decision makers, researchers and activists. Make presentations on Eurodad issues to various audiences including ministers, officials, parliamentarians and other audiences. Brief journalists on Eurodad issues. Role related experience, skills and knowledge

1) Experience

Required:

Educated to at least degree level in economics, development studies or another relevant subject. Successful fund-raising and reporting. Financial planning and management. Proven team management. Effective and persuasive high-level advocacy and leadership in advocacy planning. Planning, executing and editing research. Successful networking with NGOs. Working in a multi-cultural environment. Desirable:

Living or working in Asia, Africa orLatin America. Media work. Public speaking. 2) Aptitudes, skills and knowledge

Required

Strong sense of political strategy. Diplomatic skills to facilitate meetings and processes to secure agreement by diverse participants. Knowledge of major debates on development finance. Strong fund-raising skills. Strong organisational management skills including financial management, strategic and operational planning and management. Ability to edit, summarise and synthesise complex written material. Excellent spoken and written English. Ability to understand, speak and write one additional major European language. Ability to prioritize and work under pressure. Excellent inter-personal skills Desirable

Understanding of relevant European and international policy processes. Relevant contacts in NGOs and with officials inEuropeand other regions, and with officials. Ability to understand, speak and write other European languages. Proven competence in internet communications strategies. 3) Willingness to travel.

Contract details

Salary package range 50.000 – 55.000 € depending on experience. Tax and social security contributions will be deducted in accordance with Belgian regulations.

Package includes:

  • Annual holiday entitlement (89% gross monthly salary).

  • Reimbursement of 50% monthly transport costs withinBrussels.

  • 20 days annual leave, 6 Eurodad grace days and the 11 Belgian public holidays.

  • Medical and travel insurance.

  • Contribution to a private pension scheme.

This is a four-year, once renewable, position.
