The National Institutes of Health (NIH) Uganda supports Ugandan health organizations to develop and maintain sustained research programs of excellence in the areas of high infectious disease burden specifically HIV/AIDS. The NIH is a part of the United States Department of Health and Human Services and the primary Federal agency for conducting and supporting medical research. The NIH prioritizes employee development and employee growth with the primary aim of enhancing employee skills, knowledge and experience.

"The National Institute of Health (NIH) is seeking for an individual for the position of Operations Officer."

BASIC FUNCTION OF POSITION
The Operations Officer serves as the principal advisor and coordinator of NIH administrative programme activities and participates in developing and implementing administrative management policies, on planning organizational needs, and preparing plans, goals, objectives, or criteria for administrative processes. The Operations Officer will direct , coordinate and conduct comprehensive administrative services of the National Institutes of Health-Uganda; including programme management ; administrative management; budget and financial management; purchasing , procurement, and contract administration ; property management; human resources services; knowledge and communications management. S/he will do this in close collaboration with NIH in-country research collaborators.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education: Master’s degree in Public Administration and Management, Public Health, Human Resources, Operations Management, Organizational Development, Management Studies, Organizational Leadership and Management.
2. Work Experience: Six years working experience in an administrative position with management of comprehensive administrative services in the following four mentioned work areas: Program management, general administrative/staff management, budget and financial management, procurement/logistics management is required.
3. Language: Level IV (fluency – speaking/reading/writing English ability is required.
4. Knowledge: Must have good working knowledge of general management and administrative work in areas of human resources management, finance, logistics and procurement, and communication management is required.
5. Skills and Abilities: Must have the ability to work with limited supervision and to think independently; ability to work effectively with a high degree of accuracy to produce quality work; proven ability to demonstrate initiative, engage and work closely with internal and external stakeholders, build consensus, monitor issues and tasks, meet deadlines and priorities; ability to work in diverse teams and to manage others; ability to communicate and present ideas clearly and confidently, articulate issues and recommend practical solutions.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
