Background Since 2005, MSH has expanded its participation in TB projects. These projects funded by USAID are the key mechanism contributing to the global targets for TB control. The Project Support Officer (PSO) will provide assistance and support for these TB projects for country and the home office.

Overall Responsibilities The PSO embodies MSH values and is cognizant of, and must adhere to, MSH’s procurement integrity standards. As a member of the team supporting project implementation, the Project Support Officer (PSO) is responsible for the management and coordination of the support to the in-country and USA-based TB team in order to facilitate the smooth implementation of the TB projects (TB CARE I and TB IQC). The PSO helps ensure the successful completion of programmatic and administrative deliverables whether directly or through coordination and facilitation. The PSO supervises and works closely with the Project Support Associate (PSA) and Administrative Coordinator (AdCo) to provide support to the TB Projects Director, TB country leads and TB senior project staff, and other in-country TB activities funded by different donors, to ensure that all requests for project management support are being provided and to ensure that TB projects and activities receive the assistance required as outlined below.

Specific Responsibilities A. General Project Support 1. Assist the TB Projects Director in the overall management oversight and support of TB projects activities. 2. Plan and facilitate communication with the TB program support and country teams emphasizing the need for focused and timely management support; liaise with Corporate Operations Support Teams (OST) as needed. 3. Collaborate with the OST to manage the Start-up and Close-out phases of the TB projects, including the activities and scheduling of the Start-up Team and the preparation and implementation of the Close-out plan. 4. In close collaboration with the PSA, develop the project’s coding structure. 5. Provide expertise in multiple donors’ financial and technical reporting requirements and assist in the preparation of necessary reports. 6. Assist the Project Director to ensure that the Project Staff train to appropriate Controlled Documents. 7. Responsible for the fielding of consultants, including screening of consultant suitability and availability. 8. Ensure that staff providing short-term technical assistance (STTA) and outside consultants comply with MSH project management policies and procedures, and oversee the support provided for their logistics and travel. Initiate and maintain communications with outside consultants, before, during and after the assignment. 9. Ensure timely quarterly and annual progress reports and submit these reports to the TB projects (e.g. PMU). Additionally, must support the field teams in the preparation of the quarterly programmatic reviews and the TB Projects Director in the quarterly technical review. 10. Provides monthly and annual financial reports and submit these reports to the TB projects, with support from the PSA and AdCo. 11. Prepare, schedule and coordinate agenda for regular touch base meetings with TB Projects Director, TB country leads and partners. 12. Participates in relevant international TB project partners meetings or conferences.

B. Support to Technical Project Implementation 1. Assist the TB Projects Director in the management and coordination of technical assistance to the projects. 2. Coordinate the preparation of country and core TB/PPT presentations for CHS quarterly reviews and CHS quarterly Technical Reviews. 3. Assist the TB Projects Director and TB country leads in articulating the STTA needs to successfully implement the project’s works plans; ensure that the PSA develops and maintains the STTA Plan for the TB projects. 4. In consultation with TB Projects Director and TB country leads articulate scopes of work and assist in the identification of technical resources. 5. Assist the TB Projects Director and TB country leads in the development and use of a system to monitor the implementation process of TB projects deliverables and monitor the quality and success of the deliverables.

C. Financial and Contractual Support 1. Assist the TB Projects Director in liaising with the assigned MSH Contract Officer to work on matters regarding compliance with donor’s contractual and financial requirements. 2. Provide support in monitoring contract compliance and assist in the preparation of Pipeline and budgets for the projects. 3. Review and monitor the project financial reports and report any over or under expenditure observations with the TB Projects Director. 4. Ensure that all non-Field Expense and project expenditures are properly authorized. Check that codes are correct before submitting to Accounts Payable. 5. Manage home office coordination and communication with the TB project’s prime and subcontractors. Plan and facilitate meetings and coordinate technical input. 6. In close collaboration with the OST and PSA, coordinate the procurement for the project with the MSH Procurement Officer. 7. Perform other duties as assigned by the TB Projects Director.

Qualifications: 1. Master’s degree or five years’ equivalent experience in public health, management or related international development fields. 2. At least five years’ experience in USAID’s funded projects. 3. At least three years of proven knowledge and international experience in TB or TB/HIV projects. 4. Excellent organizational and interpersonal skills with a service-oriented outlook. 5. Demonstrated managerial skills. 6. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality. 7. Demonstrated ability to use computers for word processing, databases, spreadsheets, and presentations (Microsoft Office applications preferred). 8. Demonstrated ability to work as an effective team member in a complex and fast paced environment. 9. Excellent interpersonal skills and demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants. 10. Demonstrated good judgment for decision making, ability in consensus building, flexibility, and patience. 11. Ability to work as part of a team and as an individual. 12. English fluency required. Additional language skills in French and/or Spanish will be helpful. 13. Ability to travel up to 10% time.
