Plan International.
Plan (www.plan-international.org) invites proposals to carry out an external evaluation to assess Plan’s performance in applying the principle of inclusion and non-discrimination in its programme work and processes covering the period 2008 to 2011. The evaluation comprises desk research as well as 8 in-country case studies and should take place from January to September 2012
The study will assess the relevance and effectiveness of Plan’s approach, strategies and processes to address and promote inclusion and non-discrimination, and the extent to which these efforts address the underlying causes of exclusion and discrimination and thereby contribute to long-term social change.
The evaluation should apply the standard criteria of relevance, effectiveness, outcomes and sustainability; review the strategies and approaches articulated and applied; identify critical factors that determine Plan’s performance on inclusion; and finally provide recommendations on definition, approach and key strategies for Plan’s further work related to inclusion and non-discrimination.
The evaluation will be carried out over a period of seven months, and conducted in three parts:
Part 1 (January to March 2012): desk review and analysis of existing documentation. This will inform the methodology for Part 2.
Part 2 (April to early June 2012): Eight in-depth, in-country, case studies in two countries in each of Plan’s four regions (East Africa, West Africa, Asia and Latin America).
Part 3 (July-September 2012): Final reporting
