| PURPOSE OF POSITION: The Evidence, Innovation and Policy Department (EIP) leads the UNAIDS technical and programmatic approach to the HIV epidemic and enhances understanding of the global response. It develops evidence, strategies and tools to improve decision-making, analyses trends and engages stakeholders at all levels to expand knowledge and maximize the use of resources. The Department contributes to achieving Universal Access and the targets of the 2011 Political Declaration on HIV/AIDS through advocating ambitious and effective policies and programmes to address the needs of vulnerable people. EIP comprises the Global Financing Mechanisms and Collaboration (GFM), Science for Action (SFA), and Economics, Evaluation and Programme Effectiveness (EEP) unit along with the Data Hub. The Economics, Evaluation and Programme Effectiveness (EEP) unit provides strategic leadership on policies and approaches for achieving the HLM goals related to the efficiency and financing of HIV responses. It provides economic analysis, including of HIV programme expenditure, resource allocation, source and channel of funding; identifies costs, cost drivers and technical efficiencies in programme design and implementation; spearheads the analysis of programme and intervention effectiveness for improved outcomes and impact, and leads a comprehensive global evaluation agenda, including identifying promising country response models for further investigation. It engages and supports key stakeholders to support programmes to achieve more value for money and become financially sustainable. | |
| Main tasks and Responsibilities of the Position: Under the overall guidance of Director, EIP, the incumbent is assigned the following responsibilities: Provides strategic leadership in the area of financing and economics, including but not limited to: advocating for increased HIV investments and greater efficiency and effectiveness of HIV responses; overseeing UNAIDS' evaluation agenda; providing authoritative guidance on programme effectiveness, including how programmes are managed, planned and implemented Guides UNAIDS' high-level shared responsibility and investment agenda, including through ensuring consistency and coherence between different aspects related to financing, value for money and expected impacts, and key partners; leads on the contents of new global compacts, and supports the RSTs and UCOs in the development of country compacts. Champions and bolsters the development of innovative approaches to assessing country programme performance and effectiveness and oversees the development and dissemination of strategic information and programmatic guidance concerning prioritization, strategic planning, evaluation, management and financing of national responses; supports the RSTs in the timely identification of major gaps and opportunities in country responses; provides substantive oversight to regional and country-level investment and efficiency and evaluation officers. Establishes, encourages and strengthens productive relationships between UNAIDS and representatives from Cosponsors, governments, regional, national and governmental institutions, foundations and other partners, donors agencies, to promote greater country programme effectiveness and efficiency as well as increased HIV investment; represents EIP at meetings, consultations and conferences. Leads, manages and coordinates the work of the Division, including but not limited to: overseeing the elaboration of and coordinating the divisional budget taking into account all aspects of team budgets, priorities, work plans as well as strategies and expected results; advising, guiding and motivating staff while promoting sound governance and cross-sharing activities with departments and divisions throughout the Secretariat; recommending innovative strategies and resolving issues towards achieving the mandate of the department within the overall EIP framework. Performs other related duties as assigned, including backstopping and representing the department Director as necessary. | |
| REQUIRED QUALIFICATIONS | |
| Education: Advanced university degree in economics, social sciences or public health. Studies or formal training in health economics, planning and implementation science an asset. | |

| Experience: A minimum of 15 years of progressive relevant experience in development economics and financing, AIDS policy and programme planning, evaluation, and management. A minimum of 5 years of experience at international level as well as work experience in developing countries. In-depth knowledge of a broad range of issues related to AIDS planning and financing including innovative financing, resource allocation, efficiency, program impact, performance based management and evaluation. A firm understanding of global development policy and country reality. Experience with leading complex multi-disciplinary teams. Experience in the UN system an asset. | |
| Languages: Advanced knowledge of English, with a good working knowledge of French. Knowledge of another UN official language an asset. | |
| Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station. | |
| Annual salary: (Net of tax) US$ 95,394 at single rate US$ 103,204 with primary dependants | Post Adjustment: 104.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
