Information Technology (IT) Officer EDCTP

The European and Developing Countries Clinical Trials Partnership (EDCTP) is a not-for-profit organisation with a European office in The Hague, The Netherlands and an African office in Cape Town, South Africa. EDCTP is a partnership between European and African countries to accelerate the development of new clinical interventions such as drugs, vaccines, microbicides and diagnostics against poverty-related diseases in Africa (HIV/AIDS, malaria, tuberculosis). We are looking for an IT Officer to be based at the EDCTP office in The Hague to ensure the Information Technology (IT) systems – both hardware and software – are adequate to meet the current and foreseeable information and systems requirements for both the EDCTP Europe Office in The Hague and Africa Office in Cape Town. This will include the post holder playing a key role in the implementation of all the IT related activities set out in the Coordination and Support Actions (CSA) project, funded under FP7 of the European Commission as part of the overall strategy of ensuring that the IT systems and procedures meet high standards such as automatic generation of the required financial and technical reports, compliance with audit requirements and data security.
Duties and responsibilities:
The main duties and responsibilities will include:
  • Working closely with Director of Finance and Administration and other work package leaders to ensure the timely implementation of IT initiatives set out in the CSA project
  • In close collaboration with the DFA, developing and regularly updating IT policies and procedures manual to match the requirements of the organisation and reflect changes in actual policies and procedures as a result of changes in IT technologies and systems
  • Assisting the DFA in managing the relationship between EDCTP and suppliers of hardware and software by ensuring that they meet Service Level Agreement standards
  • Acting as the focal person on all IT related matters between the IT support company and EDCTP staff on a day-to-day basis
  • Maintaining accurate and up-to-date inventory of all the IT hardware and software.
  • Working with DFA and IT support company to implement an IT security policy that ensures the security and integrity of IT systems and data
  • Installation of hardware and software, and supporting the roll-out of new software
  • Co-ordinating and informing users of IT support company visits
  • Providing helpdesk support to staff on a day-to-day basis
  • Providing IT support during meetings and conferences
  • Providing in-house training to staff on new releases of Microsoft Office and SharePoint, and any other IT products deemed necessary
  • In liaison with the Assistant Communications and IT Officer, assisting with the design and coding of the website, as well as the maintenance and implementation of design improvements to the website
  • Working with the DFA and Prevent-IT to implement a robust disaster recovery procedures for IT systems and data.
Person specification:
  • A degree or professional qualifications in an IT discipline
  • Microsoft Certification such as MCSE 2003/7 would be an advantage
  • Minimum of 3 years working in an IT systems administration and support role
  • Ability to provide general IT support
  • Development of web content and the use of content management systems such as Typo3 would be an advantage
  • Strong Microsoft Office skills
  • Excellent communication and interpersonal skills
  • Good team player
  • Experience of working on SharePoint 2007/10 design and development would be an advantage
  • Experience of preparing IT policy documents and procedures would be an advantage.
Salary scale:
EDCTP offers a highly competitive salary package commensurate with experience and qualifications.
Employment conditions:
  • The employee will be stationed at the EDCTP Secretariat in The Hague, Netherlands on a full time basis
