OXUS Development Network (ODN) operates Micro Finance Institutions (MFIs) in Central Asia (Afghanistan, Kyrgyzstan and Tajikistan) and Africa (Congo DRC). The Paris-based organization was created in 2005 by the French international NGO ACTED. Operating since 1993, ACTED currently is active in 40 countries, with a team of 4000 staff. Through an interdisciplinary approach, ACTED implements projects in various field such as emergency relief, food security, economic development and microfinance. Background:
In order to sustain its activities in its various MFIs, ODN has been developing a microfinance MIS, Octopus Microfinance Software. In 2012, Octopus has become one of the leading microfinance MIS worldwide, used in 100 countries in India, Africa, CIS and Europe and number of users is constantly growing while Octopus becomes a separate business line for ODN. About the job:
ODN is looking for a Chief Technology Officer to head Octopus development unit. S/he will be in charge of making relevant and efficient technological decisions related to development and deployment of Octopus. The incumbent will also participate to strategical decisions with regard to commercial issues related to the project. The position is based in Bishkek, Kyrgyzstan, and requires frequent travels. This position is to report to the Project Coordinator.
II. Tasks and Responsibilities:
a) Supervise technical team (12 staffs R&D, technical support and implementation) based in Bishkek, Kyrgyzstan
• Streamline and optimise development process and environment (tools, servers, etc.); Responsible of the definition and implementation of the software development strategy to sustain Octopus project development;
• Rationalise specifications from clients and share them to development team;
• Supervise help desk;
• Link with external partners (developers, IT consultants, software and IT companies)
b) Liaise with commercial teams (5 staff), based in Paris, Dakar and Accra, to assess clients’ technical environment and needs;
c) Prepare technical documentation for commercial purpose (call for tender, communication with partners);
d) Financial reporting, management of Bishkek office;
III. Qualifications and skills required:
• Equivalent master’s degree in project management and MIS
• 5 years of experience in IT sphere required, with application development and platform management knowledge;
• 5 years of international development / experience in high level positions with successful management experience. Proven track record of achievement under a range of challenging situations desired.
• A skilled leader with very strong technical, analytical, and business skills. Excellent team builder, outstanding communication skills, organized, pragmatic, result oriented, ability to work independently in different countries with adaptation skills;
• Knowledge of microfinance MIS, Core Banking Softwares and accounting practices highly desired;
• Fluency in English is a prerequisite. Russian & French, a plus;
• Knowledge of the context of developing countries
Technical experience and knowledge:
• Experience with software development process (Agile methodology);
• Knowledge of Atlassian suite (JIRA, Confluence, Bamboo, etc.);
• Strong understanding of Microsoft tools of developments (.Net framework, C#);
• Strong understanding of network and servers (linux, Windows, IIS, RDP, apache, etc.);
• Experience with SQL Server and business intelligence tools (Pentaho, Crystal Reports, etc.);
