Technical Advisor/Manager Afghanistan Irrigation And Water Management Program Tetra Tech ARD

Tetra Tech ARD, Inc. (www.tetratechard.com) is seeking an Irrigation and Water Resources Engineer to serve as Technical Advisor/Manager (TA/M) for the USAID/Afghanistan-funded Irrigation and Water Management Program (IWMP). The incumbent will join the Water Resources and Infrastructure (WRI) Sector at the Staff Associate or Associate level. Duties will include, but not be limited to, the provision of technical and advisory services, training, research, and other support to the IWMP field and home office implementation teams. The position will entail frequent travel to Afghanistan in support of the project (approximately 40-60%). In addition, the incumbent will support the WRI Sector in new business development, marketing and representation, and contract management.
This position is based in ARD's home office in Burlington, Vermont and is conditional upon Tt ARD’s award of the Afghanistan IWMP contract.
Responsibilities:
  • As TA/M, provide technical and managerial support on project implementation, including establishment and monitoring of quality assurance/quality control protocols;
  • Provide advice and assistance to the IWMP Senior Technical Advisor/Manager (STA/M) and Chief of Party in project start-up, work plan development, identification of short-term technical assistance, preparation of Statements of Work for institutional contractors and consultants, results reporting, monitoring of expenses, budget revisions, and other technical and administrative areas;
  • Support STA/M and Chief of Party in communications with USAID Mission and ensuring compliance with all contractual reporting requirements, including drafting, editing, and reviewing documents prior to submittal, as may be required;
  • Provide short-term overseas technical assistance in support of project implementation, including providing coverage for project management personnel when out of the country.
Essential Qualifications:
  • Advanced degree in irrigation, agriculture, water resources engineering, or other related field;
  • Experience managing USAID projects and solid familiarity with USAID contracting and grants mechanisms, rules, and regulations;
  • 5-7 years relevant experience in developing countries, preferably including Afghanistan or other conflictive and highly political environments on USAID funded projects;
  • Strong technical background and demonstrated experience in areas related to irrigation, agriculture, water resources engineering, community participation, and training program design;
  • Strong cross-cultural relations and interpersonal communication and leadership skills;
  • High level proficiency in MS Office applications;
  • High level multi-tasking capabilities;
  • Comfortable working in a team-oriented, fast paced and often intense work environment;
  • Excellent written and oral communication skills required;
  • Pashtun or Dari language skills desirable;
  • U.S. citizenship or a valid U.S. work permit is mandatory.
