Objectives

The primary role of the Transport and ICT Infrastructure (OITC) Department is to ensure the Bank Group‘s participation in the development of infrastructure, specifically Transport, Power, Water and ICT through lending, investments, technical assistance and policy-based operations. The Transport1 Division key activities include in relation to Transport and other Infrastructure, Sector Analysis and Programming, Identification, Preparation and Appraisal of projects, Loan Processing, Project Implementation and Supervision; and Co-financing and Aid-Coordination.

The Bank invites applications from suitably qualified candidates to fill the vacant position of Senior Transport (Infrastructure) Engineer (Freetown, Sierra Leone-based). This position does not attract international terms and conditions. Incumbents of the post will be considered as local staff and will therefore not have international status.

Duties and responsibilities

Under the technical direction of the Transport 1 (OITC.1) Division Manager and the administrative supervision of the Resident Representative, SLFO , the incumbent is responsible for the following:

  • Provide technical advice with particular regard to transport sector projects (roads/highways, ports, airports, inland waterways and railways), as well as other infrastructure projects;
  • Identify suitable projects for Bank Group financing in the transport and other infrastructure sectors and be responsible for the formulation, preparation, appraisal, supervision and evaluation of infrastructure projects including lending, sectorial work and technical assistance;
  • Contribute to the preparation of policy statements, papers, briefs and various reports on the financing of transport/infrastructure sectors projects
  • Participate in missions for identification, preparation and appraisal of transport /other infrastructure projects/programmes, as well as studies conducted by the Bank in the sector, and contribute to drafting and review of ensuing reports ;
  • Take part in project launching, supervision, mid-term review and completion missions for transport /infrastructure sector projects, as well as portfolio review missions, and contribute to report drafting ;
  • Supervise projects; play a key role in monitoring the progress of projects; supervise and monitor procurement activities for goods, works and services in accordance with Bank’s rules; review the submissions from the Borrowers, review tender lists, bid documents, analysis, award recommendation and contracts documents; study and analyze progress reports/ data submitted by the Borrower and projects consultants; verify and approve contracts for disbursement of funds; prepare the Borrower’s PCR after project completion;
  • Provide support to heads of executing agencies, in terms of advice and expertise concerning different transport sector issues and priorities, technical aspects of projects and Bank rules of procedure, particularly relating to procurement of goods and services and disbursement ;
  • Follow up recommendations of supervision, mid-term, portfolio review and audit reports, with due attention to project monitoring/evaluation;
  • Represent the Bank at seminars, conferences and workshops covering aspects that relate to the transport / infrastructure sector ;
  • Participate in activities such as meetings and events concerning donor coordination and in sector approaches that make it possible to guide the OITC Division Manager, the Resident Representative and Bank Management on strategic transport /infrastructure sector issues.

Selection Criteria

  • A minimum of a Master’s degree or its equivalent in Civil Engineering or related disciplines;
  • A minimum of five (5) years of relevant professional experience in transport and other infrastructure project design, management and financing in the public sector/development financing institutions;
  • Full understanding of the principles of the project cycle with good experience in result-based project management;
  • Ability to build partnerships and deliver results that meet the needs and long-term interests of clients within and outside the institution;
  • Ability to work in teams and to prioritize work programs; attention to detail, resourcefulness and result orientation;
  • Excellent written and verbal communication skills in English, with knowledge of French an advantage;
  • Competence in the use of Microsoft standard software (Word, Excel, Access, Power Point, MS Projects); knowledge of SAP desirable.
