Chief Financial Officer Kabul, Afghanistan

The Asia Foundation Afghanistan (TAF-AG) is seeking a qualified candidate for Chief Financial Officer (CFO). As a key member of the Afghanistan office’s senior management team, the CFO reports to the Country Representative and assumes a strategic role in the overall financial management and project accounting of the Afghanistan office. The CFO has primary day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities in the office.

The position calls for the CFO to ensure that TAF-AG adheres to all TAF financial policies and practices as well as all client/donor requirements. More specifically, the CFO is accountable for the redesign of the financial organization and operations of the office and to develop a finance strategy that supports the goals of the Afghanistan office. The CFO oversees all financial operations and identifies and manages financial risks and takes an active role in the financial monitoring and control of TAF AG projects including all compliance, budgeting, financial information processing and reporting; recommends and implements agreed upon system and procedures to strengthen effective accounting and financial controls, budget management and assessment of key financial trends and issues. The CFO oversees the internal control, treasury, payroll, grants, and audit activities of the TAF AG office.

REQUIREMENTS:

  • Ten years successful experience as a senior financial manager in a similar sized organization.
  • Demonstrated ability to manage and supervise staff in an environment with multiple deadlines
  • Proven ability to work effectively and maintain positive productive relationships internally with senior management and externally with professional service providers.
  • Experience in an international development organization and field based experience desirable.
  • Previous experience with cost-effective implementation of financial controls and procedures.
  • Knowledge of computer hardware and financial
  • Group process skills and experience with organizational development preferred.
  • Knowledge of and experience with Federal cost principles, OMB circulars, and USAID operating rules strongly preferred.
  • Familiarity and experience with non-USG donors’ regulations and financial systems preferred. Strong analytic skills and problem solving ability.
  • Excellent interpersonal skills and ability to work effectively in a fast paced, dynamic, complex and multi-cultural setting

    Education

    Bachelor's degree in accounting or financial management. Advanced professional certification and MBA preferred.
