Chief of party Chemonics International

Chemonics seeks a chief of party for the anticipated USAID-funded Afghanistan Regional Agricultural Development Program to foster economic growth for farmers and agribusinesses. The program aims to increase productivity and production in target regions; strengthen market access and increase profitability of small and medium agribusinesses; build food security; increase and sustain adoption of licit crops, particularly high-value, wheat, and livestock value chains; and increase women's participation in high-value agricultural value-chain activities. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The chief of party will be based in Afghanistan.

Responsibilities include:

  • Provide overall program leadership, management, and technical direction
  • Serve as the program's key liaison with USAID, government counterparts, other implementing partners and contractors, and local partners
  • Manage and supervise the work of project personnel and subcontractors
  • Ensure that all project assistance is technically sound and appropriate
  • Oversee project work planning, performance management, financial management, budgeting, and strategic communications

Job Requirements

Qualifications:

  • Master's degree or higher in agricultural production, agricultural science, water resources management, international development, business management, or other relevant field
  • Minimum 10 years of progressively responsible international development experience in designing, managing and implementing large agriculture or business development programs
  • Minimum five years of successful experience as a project director or chief of party of large donor-funded technical assistance teams for projects of similar magnitude and complexity, particularly in Afghanistan, the region, or transitional, Islamic, or post-conflict countries
  • Demonstrated expertise in agriculture and agribusiness development, local capacity building or business enabling environment, and program design and implementation; experience working in the private sector highly desirable
  • Excellent interpersonal skills, with a proven ability to hold staff accountable for quality outputs and results, communicate with external stakeholders, and interact regularly and professionally with senior host-government counterparts on policy and other strategic issues
  • Demonstrated ability to work collaboratively with other contractors, local implementing partners, and teams implementing U.S. government and other donor-funded programs, including activities in different sectors, such as infrastructure and democracy and governance
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English speaking, reading, and writing (Level 4) and excellent interpersonal and written communication skills; Dari or Pashto proficiency desirable
