Entrepreneurship Technical Specialist

BACKGROUND
An international non-profit development organisation is working to develop the skills and job opportunities for unemployed Zimbabweans. The initial stage of the program will be a rapid assessment and project design phase to investigate the opportunities within and needs of the local labour market, both in the formal and informal sectors, and opportunities upon which entrepreneurs can capitalize. The second phase of the program will focus on implementation of activities based on the assessment and co-design processes.

JOB SUMMARY
The Entrepreneurship Technical Specialist will provide oversight and technical input into the design and implementation of entrepreneurship activities. This position will contribute to the strategic vision of the programme, especially as it relates to strategies for developing entrepreneurship skills among Zimbabweans and helping them establish or grow small enterprises. S/he will support the design of programme activities, training, linkages to financial services, mentoring/apprenticeship programmes and business development services to support the establishment of small businesses.

JOB RESPONSIBILITIES/SPECIFIC DUTIES

  • Provide technical input into the design and implementation of entrepreneurship and self-employment activities with the ultimate goal of job and income creation.
  • Scan/monitor existing institutional programs (government, donor, NGO, university, and private sector), intellectual property and partners to leverage existing activities, identify gaps the program could fill, avoid duplication, and maximize synergies.
  • Review monitoring and evaluation data and reporting, track program performance and identify best practices related to entrepreneurship development.
  • Provide technical support and training services to local partners as relates to entrepreneurship generation and support, and coordinate with relevant government entities where needed.
  • Successfully encourage private sector partners to commit financial service products and other supports to new and growing small enterprises.
  • Provide regular updates on implementation progress and prepare appropriate contributions to donor reports and generate other technical reports as required.
  • Identify any problems and challenges that may arise and offer timely solutions accordingly.

SUPERVISOR
Reports directly to the Country Director based in Harare, Zimbabwe.


REQUIRED EXPERIENCE & QUALIFICATIONS:

  • A Master’s degree or equivalent in Business/Entrepreneurship, Economics or a closely related field is preferred.
  • Minimum of 5 years experience managing and providing technical support to donor-funded entrepreneurship programs in the region.
  • Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and creative manner.
  • Experience successfully working with the public sector, the private sector, and/or civil society, local government and donors and in supporting the emergence of small businesses and self-employment.
  • Solid “troubleshooting” skills and sound judgment in dealing with entrepreneurs and business development service providers experiencing implementation challenges.
  • Demonstrated excellence with oral and written communication skills in English.
  • Experience working on donor-funded programmes in Zimbabwe and/or the Southern Africa Region.
  • Demonstrated experience managing teams of diverse actors to produce programmatic results.
  • Ability to travel up to 50% of time within Zimbabwe.
