Food Security & Livelihoods Manager - World Relief , Sudan

The Food Security & Livelihoods Manager will be responsible for the development and implementation of the food security and livelihood program of World Relief/Global Relief Alliance (GRA) in Darfur- North Sudan. The AFSM will carry out the roles as part of a multi-sectoral team. He / She will collaborate closely with local community committees and authorities, and relevant State Government Departments, local NGOs/ CBOs, UN agencies, and INGOs, and embrace the core values of the Government of Sudan in meeting the most urgent needs of the population in the target areas. This position requires a professional who understands general food security needs and agricultural issues amongst rural populations that composed of pastoralist, nomads, farmers, IDPs. The candidate should be able to determine the most appropriate interventions for the circumstances, ranging from temporary food relief needs, to suitable sustainable community agricultural and livestock interventions. It also requires hands-on capacity building of community structures using participatory principles in project cycle management.

SPECIFIC JOB DUTIES:
•Oversee the design, implementation, monitoring and evaluation of suitable agricultural and food security interventions on behalf of the Global Relief Alliance (GRA).
•Assist the Country Director/Program Manager in monitoring the overall project environment as it relates to changing realities likely to impact program direction and program redesign, and formulating such documents as are necessary to guide future planning.
•Participate in the proposal writing process, including developing annual budgets.
•Actively manage and report on project objectives and sector budget.
•Establish, train, manage, and supervise local staff teams to support the sector objectives. •Identify suitable local partnerships and resources (inc. UN, NGO’s and Governmental) that support the sector and in conjunction with the Country Director draft and monitor such agreements.
•Study and document the communities’ farming and livelihood systems, their perception to innovative technology transfer, and, if possible, review past agricultural technology initiatives.
•Relate the traditional knowledge and customs to the existing household local food and income economy, identifying the proactive and limiting facets for planning future food security, agricultural and livelihood projects. •Work with the other sectors to ensure integrated community participation towards transitioning from relief to long term sustainable agricultural and food security projects with other Government of Sudan programs.
•Assist in logistical support functions when local circumstances require it.
•Prepare relevant reports and information necessary to direct the program and report to donors.
•Perform other duties and tasks as assigned by the Sudan Country Director or his designee.

KNOWLEDGE, SKILLS & ABILITIES:
•B.S. degree in agriculture, agro-forestry, agro-business, food security, rural livelihood or business development or a suitable field.
•Previous overseas experience in the field of agriculture and/or food security, preferably in a humanitarian context. •Competence in the use of MS Office.
•Strong capacity building and facilitation skills, accompanied with cross-cultural sensitivity.
•Excellent English communication skills (oral and written).
•Previous experience preparing proposals and managing grants from major donors (OFDA and UN agencies preferred).
•Previous experience developing and managing budgets.
•Ability to work in, and contribute to, a team context.
•Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
•Previous leadership experience and strong interpersonal skills; good negotiation and conflict resolution skills. •Foreign language ability, Arabic preferred.
•Previous experience in a Muslim environment preferred.
