Health Co-ordinator - Danish Refugee Council Tunisia

Danish Refugee Council (DRC) is looking for a Health Co-ordinator for our operation in Tunisia with extensive experience from managing health care activities including providing the technical supervision and delivery of health services and referral from a camp setting.

DRC has been operational in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. This include IDPs mainly on the north western coast line west of Tripoli, refugees in Tunisia taking shelter in the Shousha camp, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC has its head office in Tripoli and field offices in Zarzis (Tunisia), Sirte and Sabha.

DRC has been operational in Tunisia since March 2011 in response to the refugee emergency in the Tunisia-Libya border crossing of Ras Ajdir, where DRC works in the Shoucha refugee camp home to 2500 refugees. From April 2011, DRC has implemented community services and protection activities targeting the male population of the camp. From August 2011 those activities have been extended to the female refugees and a women’s centre and a women’s committee have been established. DRC is currently expanding its programme in Shousha Camp into the areas of Child Protection, Education, Health Care Services and Vocational Trainings.

PROJECT DESCRIPTION

The Health Co-ordinator will be managing DRCs Health Care Services including one international staff and a team of national staff members. The Health Co-ordinator refers to the DRC Head of Office in Zarzis and is part of the DRC Tunisia and Libya programme.

OVERALL RESPONSIBILITIES AND TASKS

• Monitor and analyse the health situation in the camp

• Responsible for overall regular technical supervision and monitoring of delivery of DRC health activities and referral. Emphasis includes: correct diagnosis and case management, rational drug management, routine EPI, MCH, HIV/AIDS, TB screening and care, health education/promotion, and integrated management of common causes of morbidity and mortality and mental health and dentistry services.

• Manage the referral mechanisms

• Ensures compliance with SPHERE health standards and Tunisian MoPH regulations and protocols

A. Access to primary healthcare services

• To ensure that refugees and asylum seekers in Shousha have access to DRC healthcare services and access to national healthcare services

• Ensure that all health staff implementing PHC programs receive appropriate mentoring and coaching to ensure the maximum quality of the intervention and their effective participation in health promotion and disease prevention activities

• Ensure that PHC, MCH and HIV/AIDS and other service statistics are properly collected for report compilation and distribution

• Ensure medical equipment, drugs and medical supplies under DRC supervision are properly procured and managed in collaboration with logistics and other relevant staff.

• Ensure the identification and availability of national protocols of relevance to support the implementation quality service provision; and train staff on the essential contents of the protocols and monitor their usage for service provision.

• Supports CHWs to work as translators to assist in registration and triage and who will facilitate the movement of patients to the consultation rooms and liaise between communities and the clinic

B. Referral

• Responsible for maintaining and strengthening existing referral mechanisms to secondary and tertiary national/government healthcare facilities (medical examinations / investigations, specialist consultation etc) and for ensuring that the referral mechanism is functioning well with appropriate follow up of the patients.

• Responsible for maintaining and strengthening existing referral mechanisms for cases needing immediate care (hospitalization / surgery / emergency care) are taken without delay

C. Preventative and community based healthcare

• Support and facilitates the Tunisia MoPH to ensure that children in the camp are immunized

• Ensures that the camp population receives health education messages regarding prevention / life style / treatment for chronic illnesses

D. Mental health

• Manages the psychiatric health staff and facilitate the visits of expert psychiatric to the camp for referral and treatment.

• Provide guidance for the design and implementation of psychosocial community activities and services based on principles of participation and ownership of the local refugee community

E. Representation

• Attends camp management meetings, community leader meetings and protection meetings

• Represent DRC in meetings with local health authorities in consultation with the Head of Office.

• Act and communicate with all staff and local authorities at all times in a polite and respectful manner that maintains the organizational interest and image of DRC and the advancement of accountability to programme beneficiaries.

F. Reporting

• Supervises the collation and analysis of weekly/monthly data and reports

• Monitor drug/medical supplies utilization and requisition from medical staff to ensure the rational use of drugs and that the utilization of drugs correlates to epidemiological reports.

• Responsible for placing timely orders for drugs, medical supplies and medical stationary.

• Maintain an inventory of all DRC medical equipment and drugs and supervises the staff on proper use and maintenance of the equipment.

G. Staff Management / Human Resource (HR)

• Manages staff effectively, including appropriate and systematic delegation

• Co-ordinate and support/team build national staff teams

• Establish and/or maintain HR management tools for the medical teams e.g. staff appraisals

H. Finance / Logistics Management

• Ensure that the programme is implemented within the agreed budget

• Ensure that pharmaceuticals and medical supplies are procured based on pharmaceutical stock management procedures, and that this comply with national protocols and requirements

QUALIFICATIONS & REQUIREMENTS

• Medical doctor or qualified nurse with a Masters in Public Health

• Substantial experience of Primary Health Care, Epidemiology and Infectious Diseases

• Experience in psychosocial programming

• Extensive experience of managing a health project including project cycle, budget oversight, human resources, preferably in an INGO capacity

• Experience in training, capacity building and community participation

• Relevant experience with HMIS

• Experience of establishing strong working relationships with colleagues from different functions and cultures. Ability to work within a team, with minimal supervision

• Working knowledge of displacement related law and information

• Ability to work in culturally sensitive areas and communicate effectively with a wide variety of actors

• Excellent analytical and report writing skills, budget proposals, etc.

• Solid awareness of security and safety policies and procedures for all staff

• Language skills: FLUENT ENGLISH AND ARABIC IS REQUIRED, FRENCH a significant asset

• International driving permit

TERMS

Contract: 10 months with possibility of extension, subject to funding and performance.

Salary: Gross salary DKK 35,000.00 per month (Basic salary: 26,000.00 + per diem: 9,000.00)
