Organizational Setting

The Division of Human Resources is one of the six Divisions in the Department of Management. The Division acquires and manages human resources with the required competencies and fosters an enabling work environment to implement effectively the IAEA's programmes. The Division currently serves a workforce of approximately 2300 staff from over 100 Member States. The services provided by the Division encompass a wide variety of activities ranging from planning, recruitment and career management to compensation, benefits and good governance. Managing these activities effectively requires aligning the human resources (HR) capacity to the core goals of the IAEA and is therefore critical to the quality, efficiency and success of its programmes.

Within this context, the Recruitment Unit is responsible for supporting the implementation of the IAEA's programmes by participating in the development of HR planning, and by delivering services and advisory support to managers regarding the recruitment, placement, extension and promotion of Professional and General Service staff. The type of support and services provided by the Unit ranges from analysis and problem-solving to negotiation and administrative work at the individual, unit and higher organizational levels, in accordance with the established Rules, Regulations and policies.

The work environment of the IAEA is dynamic with emphasis on continuing administrative reform that incorporates IAEA and United Nations system-wide initiatives.

Main purpose

Reporting to the Unit Head, the Recruitment Officer ensures successful and efficient recruitment of staff for specific Departments.

Role

The Recruitment Officer is: (1) a specialist, participating in and providing advice to managers on the recruitment process, and; (2) an analyst, reviewing complex recruitment cases and recommending a solution.

Partnerships

The Recruitment Officer establishes and maintains partnerships with senior managers in IAEA departments to facilitate the recruitment process and advise on recruitment and performance management policies and practices. She/he collaborates with colleagues within the Division of Human Resources, as well as with HR colleagues in other international organizations to exchange and compare information on a wide range of HR issues.

Functions / Key Results Expected

  • Contribute to a successful and timely recruitment cycle by partnering with recruiting managers to set target timelines and staff profiles, and providing advice on outreach strategy, appropriate assessment tools, shortlisting, and evaluating candidates.
  • Contribute to the evaluation of internal and external candidates by: advising interview panel members on appropriate interview techniques and questions; providing a professional assessment of interviews; testing or other assessment tools; and carrying out reference checks.
  • Coordinate and follow up on all recruitment, placement and transfers of staff, advising on staffing and contracting options, negotiating salary levels with successful candidates, and providing information on conditions of service as required.
  • Promote the IAEA as an employer of choice, undertaking outreach activities such as recruitment missions, job fairs, and presentations at various forums.
  • Review extension requests for the respective Joint Advisory Panels on contract extensions for Professional and General Service staff.
  • Provide day-to-day supervision of a small team of Recruitment Assistants.
  • Participate in and lead working groups in the above areas, and keep up-to-date on best practices and contribute to the review of existing policies, procedures and practices related to recruitment.

    • Proven analytical and evaluative skills, and the ability to conduct independent research and analysis, formulating options and making recommendations;
    • Ability to interpret relevant staff rules, analysing precedents and advising on the appropriate course of action.
  • Effective organizing skills: Ability to plan and prioritize activities and projects, as well as manage tight deadlines effectively.
  • Strong client orientation: Ability to establish and maintain productive partnerships with counterparts and client departments by gaining their trust and respect.
  • Strong proven interpersonal skills: Ability to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • A high degree of tact, diplomacy and discretion, and proven ability to maintain confidentiality.
  • Continuous learning/development: Ability to coach and mentor, and create opportunities for staff to grow and develop.
  • Computer skills: Proficiency in the use of MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint).

Education, Experience and Language Skills

  • University degree, preferably in human resource management, public or business administration.
  • Minimum of five years of progressively responsible professional experience in human resources management with emphasis on recruitment, desirably including a minimum of three years at the international level.
  • Fluency in written and spoken English. Knowledge of another official language (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $27 260*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
