IMPACT Investment – Programme Coordination Unit

INTRODUCTION

Maxwell Stamp PLC (MSP) has been shortlisted to manage the Programme Coordination Unit (PCU) of a large DFID funded project – “IMPACT” (Investment Mobilisation for Prosperity and Catalytic Transformation). A senior short term Monitoring and Evaluation (M&E) expert has been selected and MSP now requires a full time M&E Officer to join the team.

DFID’s IMPACT programme aims to foster the development of the market for impact investment in Sub Saharan Africa and South Asia. It is proposed that the programme will be managed by a PCU responsible for coordinating the implementation of the IMPACT programme, carrying out the M&E activities for the programme and managing a Technical Assistance (TA) Fund. The PCU will work alongside CDC (who will manage an investment facility, with funding available for TA for investees) and GIIN (the Global Impact Investment Network, who will develop the market through research, training, impact measurement tools and other market building initiatives).

THE ROLE

MSP is seeking a full-time member of staff to be based in their London office, on a three-year contract starting in October 2012, with a possible extension of a further three years. The ideal candidate will have the following skills and experience:

  • · At least 3 years’ experience of monitoring the performance of donor-funded projects, including strong familiarity with logframes, baselines and M&E indicators
  • · Experience in relevant technical fields (e.g. microfinance) preferred
  • · High degree of numeracy
  • · Computer literate; in particular, expertise in the manipulation of numerical data and the generation of graphs and other presentational tools
  • · Ability to work with straightforward databases
  • Fluency in English (oral and written)
  • Excellent interpersonal skills

Candidates may be required to travel to Sub Saharan Africa and South Asia.
