The African Development Bank (AfDB) wishes to recruit a consultant under the Sustainable Energy Fund for Africa (SEFA) to support the Bank and its clients in the preparation of small/medium scale renewable energy (RE) projects. SEFA was created with financing from the Danish Government to facilitate sustainable, private sector led economic growth in African countries through efficient utilization of presently untapped renewable energy resources. The Fund seeks to support improvements in the operation of private enterprises with reliable, clean and affordable energy supply to enhance their productivity, cost-effectiveness, competitiveness, and to stimulate job creation.

Under the supervision of the Director of the Energy Department (ONEC), the Manager of the Environment and Climate Change Division (ONEC.3), and SEFA Coordinator, the consultant will provide administration support to SEFA Secretariat and, in particular, will assist in the following areas: (i) development of project management and information systems; (ii) provide assistance in on-going management of pipeline and approved projects, particularly in areas of procurement, legal processing and disbursement; (iii) Maintain up-to-date guidelines, templates and user manuals for internal and external audiences; (iv) Assist in the development of annual strategy and work plan; (v) Coordinate SEFA public relations workflow and manage SEFA communications materials; (vi) Other related tasks as reasonably requested by ONEC management. The consultant will be based at the Tunis Temporary Relocation Agency of AfDB for a contract period of up to 12 months.

The African Development Bank now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services in the form of a short cover letter and updated Curriculum Vitae (CV).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the

African Development Bank’s “Presidential Directive No. 02/2012 concerning the procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget of the Bank Group”. The Bank is under no obligation to shortlist any consultant who expresses interest. Interested consultants may obtain further information at the address below during office hours, between 08:30 and 17:30 hours.

Expressions of interest must be delivered in either soft (preferable) or hard copy to the address below by 30 July 2012 at 14:30 hours Tunis time and mention “Programme Execution Assistant, ONEC.”
