The UK rail industry has seen significant advances during the last 20 years including improved services and increases in passenger numbers and freight traffic. There is demand for more development as rail offers much needed transport solutions with environmental, cost, performance and efficiency advantages.

The rail sector and the government have created a fund (up to £16m in Year 1) together with a range of capabilities to sponsor and promote innovation leading to significant leveraged benefits for the industry and customers - the Rail Innovation Team.

The team will be at the forefront of bridging the gap between solutions providers, industry implementers and investors and will provide a cohesive set of enabling services and activities, through collaboration, to connect rail industry challenges with innovative solutions.

The team will work closely with parties across the industry including rail businesses and operators, rail industry suppliers, research and development functions, asset managers and regulatory activities to enable faster technological, operational and process innovation. It will have its own identity but be hosted by the Rail Safety and Standards Board (the employer) with strategic and operational direction from the rail industry’s Technical Strategy Leadership Group and Rail Delivery Group.


Change Manager

London, £50,000 - £80,000 plus bonus and excellent package benefits

The Change Manager will be a key member of the rail innovation team, working alongside a Commercial Manager, a Programme and Portfolio Manager and an Investment Strategy Manager (also being recruited through RGS Executive). Working on innovation projects with stakeholders across the industry, he/she will analyse needs and make the cases for change, create innovation change plans and lead their delivery. An objective will be to provide advice, support and coaching to achieve the long term goal of embedding innovation and change management capability in the industry. The role will also focus on barriers to, and enablers for, change taking full account of people issues.

Key activities will include:

  • Engaging with senior stakeholders across the rail industry to develop and agree plans for change in accordance with strategies for innovation
  • Managing/leading the delivery of change plans through a range of projects across the industry including the transfer of change capability as a project legacy
  • Ensuring that all investments made by the team are supported by a strategy addressing cultural and structural change
  • Reporting the success of change projects and raising awareness across the industry
  • Managing innovation specialists and working closely with organisations supporting specific projects and programmes

Candidates should have gained change management experience in complex, technically oriented environments and have a strong appreciation of the cultural, structural and people issues that are critical to change.

Professional level leadership and influencing skills are required together with the ability to work well in a close knit, multi-disciplinary team. Experience that would support the other team roles being recruited (mentioned above) would also be welcome.

Investment Strategy Manager

He/she will work with stakeholders across the rail industry and elsewhere to develop and implement an investment strategy for rail innovation, underpinning the activities of the Rail Innovation Team. The role will also develop feedback to influence strategies for both industry planning and future innovation activities and investments.

Key activities will include:

  • Drawing on best practice in innovation, to build and lead a strategy for innovation in the rail sector
  • Develop an investment strategy for the Rail Innovation Fund from the Rail Technical Strategy and other sources, working closely with senior stakeholders from across UK rail sector and elsewhere
  • Achieve approval for the strategies from appropriate industry bodies and ensure that all investments made are in line with the investment strategy for the fund
  • Ensure that the rail sector benefits from the output of the investment of the Rail Innovation Team, leading to practical advances for the industry
  • Represent the UK rail industry in highlighting innovation needs and achievements

Candidates should be experienced in creating innovation or technology strategies in complex, multi-stakeholder environments and have worked with mechanisms to create/lever new capabilities. Graduate level intellectual skills should be supported by appropriate academic backgrounds and a track record of influence at senior levels.

Professional level leadership and influencing skills are required together with the ability to work well in a close knit, multi-disciplinary team. Experience that would support the other team roles being recruited (mentioned above) would also be welcome.


Commercial Manager

He/she will lead and manage all aspects of commercial planning and delivery in accordance with the objectives and strategy of the team. The role will require engagement with many parts of the rail industry, other innovative sectors and potential investors to identify commercial approaches and maximise the return from funding opportunities.

Key activities will include:

  • Develop and implement commercial structures to manage the sourcing and allocation of funds and other resources to innovation projects
  • Identify and develop commercial mechanisms, generating income to re-invest in the innovation fund
  • Create the appropriate branding and profile for the Rail Innovation Team to correctly position its' objectives and establish awareness of the facilities available
  • Manage Intellectual Property and other knowledge based sensitivities that will result from collaborative arrangements, facilitating smooth delivery of projects
  • Ensure that legislative requirements and best practice methodologies are followed in funding awards
  • Identify and explore opportunities to nurture collaboration at all levels, fostering a creative approach towards aligning commercial interests of all parties with innovation objectives
  • Lead the development of a mechanism to evaluate the work of the Rail Innovation Team and its investments

Candidates should have experience of creating and managing a range of commercial mechanisms and funding sources to support projects involving innovation, research and development in challenging multi-party environments. Graduate level intellectual skills should be supported by appropriate academic/professional qualifications with a commercial/business orientation and a track record of influence at senior levels.

Professional level leadership and influencing skills are required together with the ability to work well in a close knit, multi-disciplinary team. Experience that would support the other team roles being recruited (mentioned above) would also be welcome.

Portfolio and Programme Manager

The Portfolio and Programme Manager will be a key member of the rail innovation team, working alongside a Commercial Manager, an Investment Strategy Manager and a Change Manager (also being recruited through RGS Executive). He/she will lead the development of effective and efficient programmes for the innovation portfolio and work across the rail industry to establish requirements for cross party co-operation, resources and facilities. He/ she will be responsible for the assessment and management of portfolio risk. The role will be closely integrated with the activities of the rest of the rail innovation team.

Key activities will include:

  • Develop and implement a programme management structure including resources, financials and risk to accommodate a varied portfolio of technical, systems and rail process initiatives
  • Lead the team to collate, evaluate and prioritise potential projects to form an appropriately balanced innovation portfolio
  • Engage effectively with individual innovation project management teams with regard to resource management, stakeholder contributions and project outputs
  • Facilitate the management of relations, ensuring alignment at programme and project levels between parties including railway companies, academic research teams, rail engineering and service deliverers, government resources and sources of funding
  • Develop programme plans and forecasts together with associated risk analysis and management
  • Contribute professional level programme and portfolio management in support of the Rail Innovation Team with awareness of other team activities

Candidates should be experienced in programme management at senior levels, ideally involving research and innovation projects in technical environments and have graduate level academics, possibly supported by relevant post-graduate qualifications. Strong abilities in communication and organisation will be expected and it would be useful to have an understanding of the structure of the post privatisation UK rail industry.

Professional level leadership and influencing skills are required together with the ability to work well in a close knit, multi-disciplinary team. Experience that would support the other team roles being recruited (mentioned above) would also be welcome.
