Regional Security and Justice Advisor – South Asia Location: TBC – Potentially in Dhaka, Kathmandu or Islamabad

Salary range: £30,766 - £34,666 gross per year + benefits

Background Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.

Saferworld’s South Asia Programme currently supports programmes of work in close partnership with government and non- government actors in Bangladesh, Nepal and Pakistan. The main focus of the South Asia programme is community safety and security, promoting the development of civil society actors to engage in the security and justice sector and promotion of accountability in the sector more generally in the region including small arms and light weapons controls (SALW)

The South Asia programme is managed from Saferworld’s London office with country/ programme managers and staff in Kathmandu, Dhaka and Islamabad.

Job Purpose: The main focus of the South Asia Regional Security and Justice Advisor is to support the implementation of the South Asia Programme in Bangladesh, Nepal and Pakistan with a particular focus on security, justice and related thematic components. S/he will manage relationships with programme partners and outreach to national, regional and international stakeholders. The post holder will also be responsible for supporting security, justice and related thematic components of in- country programme delivery against objectives. . Key areas of responsibility with a particular focus on security, justice and related thematic components:

1: Strategic development and programme design

2: Programme implementation, monitoring and evaluation

3: Build and maintain effective relationships in support of Saferworld’s work in South Asia.

  1. Ensure effective relations are maintained with other parts of Saferworld Detailed Actions:

1: Strategic development and programme design

• Significant contribution to the development of South Asia country strategies and other internal planning and reporting documents in line with Saferworld’s organisational processes.

• Pursue opportunities to develop security and justice related work in South Asia ( Bangladesh, Nepal and Pakistan) in line with other areas of Saferworld’s expertise, e.g. conflict sensitive development and arms control.

• Lead and guide the development of a South Asia regional security and justice strategy.

2: Programme implementation, analysis, monitoring and evaluation

• Oversee implementation of security and justice thematic components in the South Asia Programme as well as developing frameworks for planning, monitoring and evaluation.

• In conjunction with in-country programme teams , plan and organise Saferworld-led security and justice activities within relevant projects in Bangladesh, Nepal and Pakistan.

• Maintain good relations with programme partners and stake-holders in support of Saferworld’s work in South Asia.

3: People and organisational management

• Support professional development of in- country staff by developing their skills and expertise in security and justice development.

• Act as South Asia Security and Justice focal point and develop an effective network of regional stake-holders in support of Saferworld’s work in South Asia.

• Maintain donor relationships and ensure reporting requirements are met.

3: Build and maintain effective relationships

• Strengthen contacts and coordination with other international actors (governmental and NGO) engaged in the security and justice sector in South Asia and develop and implement a strategy to ensure their meaningful participation in relevant policy dialogue processes ( national, regional and international)

• Raise the profile of Saferworld’s work in South Asia by managing the production and dissemination of appropriate information materials (e.g. publications), and ensure effective communication of project activities, results and lessons learnt within Saferworld

• Represent Saferworld at external meetings, and promote lessons learnt from Saferworld’s security and justice programmes in South Asia.

• Identify policy development opportunities at the international level

• Identify policy development opportunities at the regional and international level. • Ensure effective communication of results, and lessons emanating, from conflict security and justice programming in South Asia within Saferworld • Identify and build synergies between the plans and strategies of the South Asia conflict, security and justice programming and the wider organisation.

PERSON SPECIFICATION

• A Master’s degree in security/ justice studies, international relations, Law, peace/conflict studies, (or equivalent professional experience); • An excellent understanding and experience of the South Asian contexts and knowledge of the wider Asia region particulary issues related to security, justice and conflict. • A minimum five – seven years’ relevant experience in policy, research, advocacy or project management plus working with governments and/or non-governmental organisations on security and justice development ( preferably in South Asia) • An excellent knowledge of the discourse on security and justice development, community security, human rights and conflict prevention. Demonstrated knowledge/ experience of security, justice and peace is particularly important. • Experience of participatory social research using qualitative and quantitative tools, strong analysis and writing skills. • Solid understanding and experience of civil society and government engagement and capacity building is essential. (preferably in South Asia) • Excellent written and spoken English is essential. Knowledge of any other South Asia language would be an added advantage. • Experience of working in complex and politically-sensitive contexts, and excellent political judgement; • Experience and skills in project management including programme planning and monitoring; • Ability to work in a non-partisan manner, sensitive to cultural and ethnic differences; • A team player: able to demonstrate a constructive, cooperative and problem-solving approach;  Willingness to travel within the South Asia region.

TERMS AND CONDITIONS

• Probation: There will be a probationary period of three months. • Salary range: £30,766 - £34,666 gross per year + benefits
• Holidays: 28 days/year in addition to agreed public holidays • Hours: Standard working week is 37.5 hours a week.
