Note: There are two posts. One post is based in our Warrington office and one is based in West Cumbria.

Main purpose of job

To provide financial analysis of SLC operations and reporting.

Position in organisation

Reports to Head of Financial Operations with exception of Finance Manager for Sellafield who reports to Lead Finance Manager.  
Works very closely with Finance function's Heads and their teams.  
Finance managers report indirectly to Head of Programme for the respective Site Licence Company (SLC), who heads up the site facing delivery team with the exception of Sellafield where Lead Finance Manager reports indirectly to Head of Programme with Finance Manager supporting the Lead.  Extensive relations with Site Facing delivery team.  
Collaborates closely with Head of Operational Performance and Head of NDA Programmes. External contacts include SLC Parent Body Organisation (PBO) and SLC, National Audit Office, external auditors, external advisors and Regulators.

Scope of job

  • Provides first point of contact. high level finance support to the Head of Programme for the SLC
  • Provides financial input to the Head of Financial Operations
  • Manages the day to day relationship with the SLC Finance Director and his team or in the case of Sellafield supports the Lead Finance Manager
  • Undertakes financial oversight of up to £0.5bn SLC spend per annum (all SLCS bar Sellafield, £1.5bn Sellafield)
  • Assesses the accounting impact of changes to the lifetime plan
  • Drives delivery through results         
  • Supports continuous development of the Site facing delivery team and the finance team.
Note: Finance Manager Sellafield scope of work covers LLWR and Sellafield.

Qualifications and skills

  • Educated to degree standard.  
  • Qualified CCAB member.  
  • Practical financial management experience in a contracting business, manufacturing or commercial operation (or equivalent) with experience of working in a number of varied roles. 
  • Practical experience of applying or monitoring contract compliance plus experience in writing or reviewing investment appraisals or business cases. 
  • Role also requires financial accounting experience.   
  • Key skills include: the ability to analyse financial issues and develop appropriate solutions, diplomatic, persuasive and unbiased communication skills, negotiation skills, appropriate varied presentational styles and good team working style.

Duties and key responsibilities

  • Accountable for understanding the appropriateness of the reconciliation between the programme expenditure and the SLC invoice to the NDA.  
  • Provides pivotal financial consultancy role to the Head of Programme.  
  • Provides financial business case challenge to programmes and projects from SLC.  
  • Provision of first point of contact, high level finance support to the Head of Programme
  • Acts as financial advisor to Head of Programme informing him/her of financial impacts specific to SLC or generally to the nuclear estate which have a bearing on delivery
  • Provide financial input and support to delivery team's activities including SLC fee determination
  • Provide advice on the financial aspects of the Parent Body Agreement and M&O contract Provides financial input to the Head of Financial Operations 
  • Provides timely financial input to monthly reporting to the Head of Financial Operations to evidence SLC delivery and the financial impact of specific events or transactions that have happened or might happen. Management of day to day relationship with the SLC Finance Director and his team
  • Develops and grows relationship with SLC Finance Director and his Executive team 
  • Provide challenge to Finance Director and act as sounding board for potential SLC activities 
  • Direct the SLC on any financial analysis work required by the NDA. Performing financial oversight of the £0.5bn total SLC spend per annum 
  • Performs high level review and challenge on major programmes and project business cases
  • Scrutinises the high value and contentious VfM claims for appropriateness
  • Contributes to  deep dives and high level reviews and challenge of life time data
  • Monitors change control and manages financial considerations in support of portfolio management
  • Tests Lifetime Plan (LTP) changes from a financial perspective
  • Considers NDA, SLC or joint risks for appropriateness and mitigating activities. Assessment of accounting impact of changes to the lifetime plan
  • Considers and evaluates the impact of nuclear liability estimate changes for the SLC to the wider NDA 
  • Consider income generation or loss impacts to the NDA accounts 
  • Support NDA reporting team in the delivery of statutory reporting requirements of NDA for the SLC owner books. Drives delivery through results
  • Perform high level reviews of the performance reports coming from the SLCs
  • Challenges milestone deliverables in a proactive manner 
  • Monitor and test SLC performance against specific NDA objectives such as Support and Overhead Cost Reduction and Operational Efficiency targets. Support continuous development of the Site facing delivery teams and the finance team 
  • Seeks to identify where further commercial, economic or financial analysis might be required in support of delivery of the SLC life time plan 
  • Challenges the operational processes in the relationship between SLC and SFT to continuously improve the efficiency/ streamline the processes, improve the quality of the analysis work and its value to the organisation.
