INTERPOL is now looking for one qualified candidate as Head of Recruitment Branch and Career Development within the Human Resources Sub-Directorate which is part of the Administration Directorate (Executive Directorate Resource Management.

Under the direct supervision of the Assistant Director, Human Resources, the incumbent will be tasked with the development and management of the Organization Manpower and career planning.
More specifically and in order to support the achievements of the Organization’s goals, she/he will be responsible for managing an integrated function of recruitment and staff selection and for promoting career development of Staff members

A strong cooperation among client oriented services is essential to respond to the needs of our internal clients and therefore all the activities will be developed in close cooperation with the Strategy Planning, Developmental Training Sub-directorates and all other units of the HR sub-directorate.
Principal Duties

The incumbent supervises staff in the two areas, organizational development and staffing, promoting staff mobility, career development, effective recruitment practices, with a view to ensuring the highest standards of client service, efficiency, and creativity. She/He is expected to work across organizational units. The job holder will develop and maintain liaisons with other organizations to ensure that INTERPOL is at the forefront of efficiency and use of the appropriate best practices in the area of manpower planning.
Activities
 The jobholder will deliver quality:
 A) Recruitment services to the Managers of the Organization
  1.  Oversee, plan, guide and support the staff selection process.
  2. Develop and implement staff recruitment plans, techniques and procedures pertinent to the Organization’s short term and longer-term staffing needs and priorities in consultation with other organizational units, based on anticipated staff turnover, reassignments and promotions, ensuring timely filling of vacant positions.
  3. Ensure cost effectiveness of recruitment process.
 B) Career management services to the staff members of the Organization
  1.  Develop long-term human resources strategies and planning in line with the Organization strategy, promote and implement human resources practices, procedures and policies pertaining to career management.
  2. Implement career counseling techniques and best practices.
  3. Liaise with managers to meet staffing needs, including succession planning.
  4. Analyze the needs of the Organization and promote staff development in coordination with the Personnel training Sub-directorate.
  5. Provide personalized career counseling, general information on postings possibilities as well as possible missions/temporary assignments to all staff members of the Organization.
  6. Conduct regular analysis of pertinent statistical data to identify trends and developments related to staffing and career management.

C) Statistics

  1. Ensure preparation and maintenance of clear, consistent standard reports.
  2. Provide statistical analysis and make proposal on adjustments if needed.
  3. Report regularly on accomplishments and challenges in service delivery.

D) Supervision and Performance management to the staff members directly under his or her responsibility.

Post Requirements

All candidates will be assessed on the under mentioned requirements.
 Education
  • Advanced University degree in Human Resources Management, Organizational Management or a related field.
 Experience
  • Minimum 7 years of relevant professional work experience in an international context in the area of human resources management, business administration and organizational management; demonstrated recruitment, career counselling and career management work experience.
  • In depth knowledge of modern recruitment and selection practices are required.
  • Awareness of human resources initiatives, strategies, policies and practices in international organizations;
  • Knowledge and understanding of career management issues, policies, process and administration in an international public or private sector;
  • Experience in managing a team in a human resources environment.

  • Ability to establish priorities and to plan, coordinate and monitor work of others;
  • Proven supervisory ability and technical leadership; ability to establish and maintain effective working relations both as a team member and team leader;
  • Proven ability to coach, mentor, motivate and develop staff and encourage good performance;

 Technical competences
  • Knowledge and experience in design, implementation, enhancement and modification of human resources policies and practices to ensure they are aligned and support the organization’s mandate and objectives;
  • Strong organizational, strategic thinking and planning skills;
  • Ability to identify clients’ needs and appropriate solutions; proven ability to establish and maintain productive partnerships with client;
  • High degree of cultural awareness and sensibility and the highest level of discretion, tact, and confidentiality;
  • Proven ability to analyze and present data.
 Languages
  • Professional fluency in English.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
 Asset
  • Working level fluency in French;
  • Working knowledge in a third official language (Spanish, Arabic);
  • Experience in payroll;
  • Knowledge of an Enterprise Resource Planning (ERP) system, preferably SAP, and an electronic recruitment software.

Computer knowledge
  • Computer skills including command of the office package (Word, Excel, PowerPoint, etc), and of Internet.

Working Conditions

  • Remuneration for appointment on contract: The starting salary for grade 4 is EUR 4284 per month for a step 1.

  • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
  • The incumbent will also be required to work occasional overtime based upon workload.

* The Organization plans to establish a Global Complex in Singapore at the end of 2013.   Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
