Position Summary
The GEMS HSSE Director is both a Regional and Asset Function Critical Role which is necessary for effectively delegating Functional responsibility and authority to the Region and the Asset.

The jobholder:
• ensures functional activities are conducted in a manner consistent with the Internal Controls Framework (BG Business Principles, Standards and Policies);
• sets the HSSE strategies and plans for the Region for the next 8 years;
• works closely with the all key stakeholders to put in place the strategies, plans, organisation, processes, tools and culture required to deliver world-class HSSE performance across the business.

While the scope of this role includes the GEMS Region, the role will be predominantly focused on HSSE for Shipping and Marine activities. 
Key Accountabilities
• Develops and implements strategies that deliver effective HSSE management within GEMS. Ensures that the HSSE strategy, practices, and processes are effectively adopted by GEMS’ businesses and contractors.
• Ensures HSSE is considered an integral part of business planning and management and performance delivery and that relevant training by appropriate personnel is undertaken.
• Establishes GEMS requirements for incident reporting and recording. Leads or facilitates incident investigation, root cause analysis and report preparation. Maintains the GEMS incident response plan.
• Establish clear criteria with Group HSSE as to when a Maritime Function subject matter expert is required to participate in an incident investigation. Provide marine expertise to the asset in managing the offshore vessel related incident as defined.
• Contributes to delivery of the Business Plan by carrying out the HSSE Functional/Asset scope of work in accordance with the BG Way and the Internal Control Framework;
• Reviews HSSE risk registers and assures that mitigation measures are being effectively implemented.
• Sets and implements the HSSE Function’s 2 and 8-year strategy and improvement plans within the jobholder's defined scope of work to ensure the necessary systems, processes and resources are in place to make HSSE a fundamental core element of the Region's business.
• Monitor HSSE performance of vessels and marine related offshore activities engaged by all Group assets. Develop a plan and work with assets to mitigate root causes of incidents.
• Manages BG's interest (50%) in the Dragon LNG Terminal from an HSSE perspective
• Ensure process safety and asset integrity is effectively managed through the concept of ALARP and the implementation of Safety Cases
• Apply Group HSSE standards, initiatives and tools into a framework that can be effectively understood, and implemented for vessels and marine related offshore facilities

Unique Knowledge, Skills, Experience and Attribute
Experience Needed: 
• Experience of both design and site HSSE activities and fully familiar with the development of HSSE Cases;
• Proven HSSE leadership within shipping and marine, oil and gas industries, including time spent offshore in a supervisory position with demonstration of leadership, influencing and organisational skills;
• Previous service as a ship's officer in a senior capacity on LNG or oil tankers is preferred;
• Experience in managing, mentoring and developing multi-disciplinary and multi-national teams managing global risk exposure;
• Extensive experience in incident management and in investigations using root cause analysis techniques;


Specialist Knowledge/Languages:
 
• Formal academic qualifications of at least Bachelors degree level from a recognised University in engineering, science, law or arts in an HSSE-related discipline. Postgraduate qualifications are also desirable;
• Education in safety and environment-related topics to post degree level. A Chartered HSSE professional is preferred;
• Detailed knowledge of national and international HSSE legislation and standards;
• Membership of a professional body ideally related to Safety and Environment;
• Knowledge and understanding of all aspects of marine activities and HSSE, including:
o HSSE Management Systems;
o comprehensive knowledge of vessel related safety systems and risk management.
o hazard identification, hazard and risk analysis and assessment;
o methods of demonstrating the safety of hazardous installations through Safety Cases;
o techniques for monitoring and improving HSSE performance.
• The proven ability to positively develop and influence an organisation’s safety culture;
• The ability to provide a strategic focus on continuous improvement of the Region’s health and safety;
• The ability to understand the underlying issues associated with incidents and to develop plans to ensure focus is maintained on continuous improvement
