Position Summary
The Lake Charles Liquefaction Project Director has front line delivery accountability for delivering a multi-billion dollar BG Group, strategic and complex project: involving leadership of a multi-functional project team typically situated in more than one geography comprising project controls, engineering, contract and procurement specialists, external vendors, specialist consultants, contractors and contract support as required from select phase through to handover and operate.

The incumbent will be required to front end load, achieve sanction and safely deliver the Lake Charles Liquefaction Plant and associated construction works to time and budget, so that it is fully compliant with design HSSEQ and operational parameters, which meet Group, Partner, Stakeholder and Government expectations.
Key Accountabilities
As this position is a Function Critical Role, the job holder will have certain accountabilities agreed with their HoF and as set out in the Asset - Function Accountability Standard, which are expected to involve:

- Contributing to delivery of the Business Plan by carrying out the Functional/Asset scope of work in accordance with the BG Way and the Internal Control Framework. In particular, this will require identifying any compliance gaps to functional standards, developing plans to address them and seeking dispensations as required;

. Implementing the function strategy and improvement plans within the job holder's defined scope of work.
• Develop project management and execution strategy
• Recruit lead and shape a team of professional to deliver the strategy in line with HR policies
• Oversee the design and implementation of detailed project control systems to monitor progress against targets
• Oversee the design and implementation of accurate and timely project financial controls. Work closely with Finance to monitor spend against budget and update cost to complete
• Oversee permitting and regulatory process and obtain all necessary permits for the process
• Agree reporting structure and format to BG senior management to ensure timely and meaningful reporting
• Leading a culture in line with the BG Group Behaviours model
• Lead negotiations of contracts for FEED, EPC, O&M etc........ as necessary, delivering these against an agreed commercial strategy
• Ensure a robust culture of HSSEQ is driven down through the project organisation to be utilised by all suppliers, contractors and partners
• Ensure proper operational input and planning for operations is included in the front end loading and detailed design of the project
• Recruit, build and mentor a fully functional team in full accordance with BG business principles and HR policies and procedures
• Manages multi-disciplinary team(s): Ensures parenting standards are applied across the teams(s), specifically compliance with APR, ADR, ASR, succession and other HR processes
• Develops a cohesive team and ensures an adequate range of competent resources are employed to deliver functional strategy and achieve functional objectives
• Ensures effective succession management across the function and oversees the personal and professional development of the group through mentorship and exposure to opportunities. The incumbent must adhere to the annual HR cycle and meet deadlines within the appropriate timeframes
• All BG employees must adhere to the Business Principles at all times under Conduct, Our People, Society and HSSE and to participate in relevant training
• Develop and maintain professional relationships with key stakeholders in the local community and with ETE’s representatives

Unique Knowledge, Skills, Experience and Attribute
Experience Needed: 
• Substantial professional experience, ideally including LNG is likely to have been gained in the upstream oil and gas sector. Relevant petrochemicals and/or refining project management experience will also be considered
• Must have experience over the whole project (EPCI) lifecycle in a Greenfield environment. This will include project management of large, complex engineering projects, encompassing all technical, commercial and stakeholder management aspects
• Experience of Brownfield projects and the different challenges associated with tying into existing facilities, SIMOPS activities, schedule constraints with Operations, understand risk profile changes due to existing plant modifications.
• Able to demonstrate construction site and office experience, as well as a trace record of building, leading and directing large matrix-structure teams, including in an international setting
• Delivery is a critical factor and candidates will have a range of behavioural characteristics to ensure this is achieved successful. These will be in the areas of leadership, judgement adaptability, communications influencing resilience, drive and focus
• Possess a wide range of experience in all areas of management with good technical skills and the ability to integrate both the technical and commercial aspects of the work
• Experience with a variety of contract structures including lump sum and reimbursable projects and project insurance issues and options
• Proven track-record for successful on time, on budget delivery of highly complex large-scale projects, including via joint ventures, alliances and consortium's
• Ideally has both main Contractor and Client role experience for both FEED and Execute stages of major capital Projects.

Specialist Knowledge/Languages:
 
• The incumbent is likely to be degree qualified engineer with membership of a recognised engineering body. Highly relevant experience could preclude the need for such formal qualifications Has broad understanding of leadership, project management and engineering principles and ability to oversee their implementation
• Knowledge of process plant, facilities, utilities, and architecture of surface onshore gas and oil producing facilities
• Broad exposure to oil and gas (E&P/LNG) business or other significant infrastructure development business
• Skilled at identifying project critical success factors and adopting appropriate risk management practices
• Knowledge of local Industrial Relations policies and frameworks
• Planning and programme management skills are essential
• Mastery in the application of functional assurance processes and skilled in the application of business processes
• Has deep understanding of commercial impact of project and engineering decisions and actively uses this understanding in decision making, performance target setting and in communication with staff and his leadership
• Culturally sensitive, a leader in pursuit of people excellence and diversity
• High intellect and integrity, developed strategic skills
• Proven ability to build, maintain and develop high performing teams
• High energy level with a relentless focus on own and others performance and development

• Ability to represent their team externally in stakeholder forums
• Ability to motivate and manage a diverse team across a breadth of activities and to set the HSSE standards required and to lead by example to ensure that all aspects of the work are completed safely and in line with QBG Group expectations
