Monitoring and Evaluation Advisor

Overview:
Monitoring and Evaluation Advisor will provide M&E support for reproductive health, cervical cancer, family planning, maternal and child health, and HIV/AIDS programs in francophone countries.  This includes supporting Jhpiego program’s routine monitoring and evaluation systems, designing and carrying out evaluations and operations research studies in conjunction with other M&E and program staff worldwide.
Responsibilities:
  • Establish and maintain routine monitoring and reporting systems and designing, conducting, analyzing and reporting on surveys, evaluations or operations research
  • Support program implementation with data-based program decision-making and preparing results reporting
  • Work with headquarters and field staff in the development, implementation, and quality assurance for monitoring and evaluation systems and activities
  • Work collaboratively with key program staff in planning for M&E activities, budgets, timelines and level of effort requests
  • Support M&E-related aspects of new country program development, materials development, and knowledge management
  • Ensure quality, consistency and adherence to standards and best practices for M&E across the program, including data quality and use
  • Work with field staff to ensure necessary M&E planning, development and management activities function smoothly and efficiently
  • Participate in development of new country programs and proposals
  • Contribute to the knowledge sharing and transfer process of lessons learned
  • Advocate on behalf of Jhpiego with both traditional and new partners
  • Represent Jhpiego in professional circles through meetings, conferences and presentations
  • Prepare conference abstracts and articles for publications in collaboration with other staff
  • Assist in the preparation of Research Plans, Tools and Consent for the ethical review process
Required Qualifications:
  • Advanced degree in public health, statistics or related social science
  • 4+ years setting up or implementing routine data collection systems for health service delivery
  • Ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
  • Knowledge of applied research, program monitoring and evaluation techniques in a variety of context, regions, and health intervention areas
  • Understanding of performance improvement and training techniques
  • Knowledge of the global health program development field, donor agencies and private sector foundations
  • Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability)
  • Strong programming, management, decision making and technical skills
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure
  • Proficiency in writing reports and documents which may be sent outside of the organization
  • Ability to interact skillfully and diplomatically with numerous counterparts, both domestically and internationally, including senior level global health professionals
  • Experience working in cooperation with colleagues who represent a wide range of interests  needs
  • Ability and willingness to learn the technical side of program implementation
  • Awareness of and sensitivity working in multiple socio-economic settings with multi-cultural groups in a developing country environment
  • Field oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously
  • Ability to recognize limitations and seek appropriate expert advice as needed
  • Ability to travel independently in new environments up to 30% of time
