Tetra Tech ARD CHIEFS OF PARTY and DEPUTY CHIEFS OF PARTY, FRANCOPHONE COUNTRIES


Tetra Tech ARD seeks highly qualified Chief of Party and Deputy Chief of Party candidates for anticipated USAID-funded Democracy and Governance projects in Francophone countries. These projects will aim to strengthen legislatures, local governments, ministries, and oversight institutions. The projects will build capacity within government institutions and civil society for inclusive, participatory governance.
Responsibilities may include, among others: *Lead multiple technical program areas simultaneously, with demonstrated experience in one or more of the following areas, in
addition to financial and administrative aspects of the project; - Public administration and strategic management; - Municipal/City Council membership or management; - Political Transparency and Accountability; - Public service delivery improvement; - Urban and/or regional planning; - Budget drafting and/or analysis; - Financial auditing; - Public policy development and legislative drafting; - Consultative processes; - Media/Communication strategy, design; - Training design and delivery, Training of Trainers (TOT); - Inclusion of women and vulnerable populations; - Project monitoring and evaluation; *Interface directly with counterpart government leaders and other stakeholders including civil society organizations; *Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables; *Manage all staff and ensure effective financial management and periodic reporting of program results; and *Coordinate closely with USAID in developing, implementing, and revising the project’s overall strategy, and serve as principal link between USAID, Tetra Tech ARD, and other partners.
Qualifications: *Advanced degree in international development, public administration, law, management, or relevant field; *Minimum of ten (10) years of experience in governance, public administration, or institutional development on international development projects; *Minimum of five (5) years of Chief of Party (COP) or Deputy Chief of Party (DCOP) experience in the Democracy and Governance area; *Demonstrated experience of close collaboration with and support of governments in post-conflict or state-building environments; *Demonstrated record of interacting and developing strong working relationships with high level local counterparts; *Excellent team-building and communication skills (e-mail, telephone, reports, public speaking); and *Fluent French required; very strong skills in English required.
