  • Knowledge of and experience in utilising national and international women’s networks to deliver high quality advisory support;
  • Awareness of UK Government objectives in Africa and DfID development priorities;

The Policy and Advocacy Specialist will be responsible for providing technical expertise to the anticipated OVC/HSS Project in Tanzania. S/he will engage in planning, managing, and implementing policy and advocacy activities to ensure that the project achieves its goal to improve OVC and child survival services at the facility and community levels across the country.
ESSENTIAL FUNCTIONS
• Assess in collaboration with the MOHSW and other stakeholders and the policy gaps/challenges that need advocacy and develop a strategy to address them • Develop an advocacy strategy, with a special focus on OVC and the social welfare workforce in Tanzania. • Provide technical assistance and other support for the activities of regional and local partners and help develop structures at district levels to increase the capacity of these partners to carry out advocacy. • Design and coordinate training events for local partners, and coordinate thematic research projects (including managing consultant researchers if needed). • Review current laws, Ministry of Health and provincial level polices, and institutional-specific policies and protocols, provider licensing requirements, guidelines on role of private sector and faith based care to determine policy gaps and prioritize policy changes as related to OVC care. • Identify key issues and constraints that can be overcome by policy, legislative or other initiatives, working in collaboration with MOH and provincial health agencies. • Develop short and long-rang plans and funding priorities with MOH and others to improve health care workers work environment. • Engage local authorities and stakeholders in public/private sectors in activities to create favorable policy and advocacy environments to support OVC and improve HR planning and management caregivers. • Ensure policy and advocacy components span stakeholders and activities from national, local, provincial and community (including civil society) levels through policy forums, policy analysis, and review of model policies in public/private sectors. • Assess stakeholder interest in addressing macroeconomic and political factors affecting OVC and the social welfare workforce in Tanzania.

S/he will work with the Government of Tanzania, NGOs, CBO, and FBOs, and the private sector covering the implementation, and management of OVC programs across the country.S/he will work with other staff members to prepare work plans and introduce innovative approaches in responding to the needs of OVCs.
ESSENTIAL FUNCTIONS

Master’s degree in social Work psychology, sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, or related advanced degree with a focus on development, preferably with OVC services delivery, systems improvement, and child protection. ESSENTIAL FUNCTIONS
• Provide planning, management oversight, and day-to-day responsibility to support the results and deliverables for project activities in Tanzania. • Apply, test, and advocate for proven OVC interventions, promising practices and lessons learned at the district, regional, and national levels. • support the design and improvement of incentives packages, review, monitoring, and supportive supervision systems for supervisory staff and social welfare workers. • Lead the processes of technical support to institutional strengthening of key GoT, FBOs,CBOs, and private sector institutions that have core mandates in the implementation of OVC capacity building related work. • Introduce the use of information and communication technologies as appropriate for tracking, monitoring, and efficient service delivery, especially through social welfare workers. • Strengthen the pre-service and in-service training of cadres • Participate in policy reviews that have ramifications on retention, productivity, and development of social welfare workers in Tanzania. • Strengthen monitoring and supportive supervision systems of social welfare workers to ensure universal uptake of services and adherence to best practices. • Integrate cost-effective and innovative OVC related activities into training, including techniques and technologies targeting logistical and on-the-job support; peer-network facilitation; supportive supervision; work environment; and performance expectations. • Facilitate the design, development, implementation, monitoring, and technical quality of workforce performance and support activities, processes and products. • Monitor workforce performance and support impacts at the national level, sharing lessons learned, documenting promising practices, and strategies to keep the project focused on desired HSS results. • Conduct technical assistance and training to: lead work planning and implementation strategy development; assess and identify constraints in workforce performance and support systems; develop action plans to address constraints; participate in national and regional-level strategic planning and M&E activities; and monitor the progress of the project in improving workforce performance and support systems.
Master’s degree in Public Health, Health Administration, or a related discipline with 5 or more years of professional experience managing large health programs in developing countries, preferably with significant experience in East Africa. Significant experience as a supervisor within large USAID health programs, managing financial and human resources of comparable value.

The Chief of Party provides overall leadership and management of the above anticipated USAID Tanzania funded Health Systems Strengthening OVC procurement. The COP works closely with and supervises senior project staff and ensures the strategic and functional integration of all technical areas. S/he ensures that there is strong collaboration and effective communication with donors, implementing partners, and local counterparts. The COP is responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID/Tanzania, in full compliance with IntraHealth policies and procedures and USAID rules and regulations. The Chief of Party is the principle liaison with USAID/Tanzania, partner organizations, GOT ministries, UN agencies and other key stakeholders.
ESSENTIAL FUNCTIONS
• Provides overall program vision and strategic leadership to achieve financial and contractual accountability and program results. • Represents the program and IntraHealth with USAID Tanzania, the GOT, implementing partners, and key donors and stakeholders. • Negotiates OVC HSS advocacy and policy level discussions with national stakeholders including ministries of health, social work, education and youth; national and local organizations; UN agencies; and other donors and stakeholders. • Directs the launch and implementation of the project supervising a team of technical professionals. • Ensures high quality results through effective teamwork and routine program reviews leading the implementation of work plan strategy development. • Ensures program activities comply with USAID and IntraHealth rules and regulations overseeing budget development and monitoring, including the execution and monitoring of partner sub-agreements. • Leads the submission of program reports and other deliverables with USAID Tanzania, in coordination with IntraHealth headquarters, as well as the external dissemination of program results.
Master’s degree in Public Health, Social Work, International Development, or related discipline and at least 12 years of relevant professional experience, with a minimum of 5 years managing and implementing international programs with related focus on OVC policy/advocacy or health systems strengthening (HSS). Broad-based knowledge of OVC programming and child protection systems in sub-Saharan Africa. Prior experience managing USG health programs in Africa, preferably East Africa.
• Ability to negotiate and advocate with donors, governments, partners, and multiple stakeholders. • Demonstrated ability in leading and managing complex multi-sectorial projects applying strong diplomacy and consensus building skills. • Ability to analyze, interpret and solve difficult problems in culturally diverse environments. • Strong oral and written communication skills in English required; familiarity with Kiswahili preferred.
