For our operations in Cambodia/Phnom-Penh, we are looking for a/an Advisor (m/f) on strengthening the supreme audit institutions in the ASEAN states.

Field of activity

The supreme audit institutions play a key role in ensuring transparency in public finances and improving the monitoring of government action. As external financial audit institutions, they make a positive contribution towards the efficient and effective use of public funds to provide state services. They are a key element of good financial governance and hence good governance. 
In November 2011, a regional organisation of ASEAN supreme audit institutions (ASEANSAI) was founded under the ambit of ASEAN after consultation with the Asian Organization of Supreme Audit Institutions (ASOSAI). The organisation aims to promote the exchange of experience and build capacity among the member institutions and hence promote the role and reputation of external financial auditing services in the region. This young organisation is currently still being developed, and its steering structures and planning instruments are still at the draft stage. 
The aim of the project is thus to create the necessary conditions to enable effective cooperation between the member institutions and to provide support for these institutions, in particular in Cambodia, Laos, Myanmar and Viet Nam, within the scope of ASEANSAI. The project is initially scheduled to run for two years to set up the relevant structures. The project will be based at the National Audit Authority of Cambodia and advises ASEANSAI and selected audit institutions in ASEAN states in which, as in Cambodia, Laos, Myanmar and Viet Nam, there are still considerable shortcomings in technical and institutional capacity. Activities include training and high-level technical, methodological and organisational consultancy. Peer learning approaches and the exchange of experience are important elements in this context.

Your tasks

You will support the project management and advise the partner organisations from Cambodia, Laos, Myanmar and Viet Nam on building their capacity to conduct audits in accordance with international standards (International Organisation of Supreme Audit Institutions - INTOSAI). Activities focus on providing advisory services to the audit institutions and other relevant institutions, such as the audit committees of the national parliaments and the finance ministries. You will be responsible for preparing and coordinating joint activities, in particular promoting networking between the audit institutions in the field of training and conducting parallel audits. You will advise the audit institutions on improving mechanisms for cooperating with parliaments, civil society and government institutions. Your advisory services will include identifying and supervising suitable short-term experts with international experience. You will support the project management in setting up network structures for the regional project and in communicating, reporting on, monitoring and evaluating project measures and activities.

Your profile

You have already worked for several years in a supreme audit institution in a European country. You have a university degree in economics, law or administrative studies or a comparable subject. You have already had several years of experience in the public finance sector. You have a knowledge of the workings of supreme audit institutions and have experience with international bodies of the audit institutions (e.g. INTOSAI). In addition, you have a very good knowledge of legislation and other regulations in the auditing sector. Experience in the field of network management and in advising audit institutions and with regional projects would be helpful. You enjoy working in an international team and are confident and diplomatic while coping well with stress. You are also confident in business German and English.
