Chief of Party, Mekong Partnership for the Environment Project (MPE)

World Wildlife Fund (WWF), the world’s leading conservation organization, seeks a Chief of Party candidate for the USAID-funded Mekong Partnership for the Environment (MPE); the position will be based in Bangkok, Thailand. The MPE will foster integrated sub-regional cooperation and capacity building among Cambodia, Laos, Thailand, Vietnam, and Mynamar/Burma in the areas of education, health, environment and water, and connectivity. 

The purpose of the (MPE) is to advance informed multi-stakeholder dialogues in LMI partner counties on the anticipated social and environmental costs and benefits of regional development projects, with the following objectives:

1) Increase the capacity of civil society to influence development decisions that have significant anticipated social and environmental impacts;
2) Strengthen regional platforms for multi-stakeholder participation in development decision-making;
3) Increase public access to quality, timely information on environmental and social costs and benefits of development projects.

 
As a crosscutting objective, the project will enhance the capacities of Civil Society Organizations (CSOs) and regional institutions including their planning, management and service delivery operations and systems are adequate to directly implement USAID-funded activities.

 
Major Duties and Responsibilities of the Chief of Party:

 
1.Assume technical leadership and administrative oversight of the program; contributing technical guidance and offering technical input to institutional partners (where appropriate)
2.Ensure effective day-to-day management of Program activities
3.Ensure that all activities under the MPE are coordinated effectively
4.Serve as principal institutional liaison with USAID and external representative

 
Minimum Requirements:

1.A minimum of 10 years of leadership experience in leading and managing international development programs or projects of similar scope and scale to MPE.
2.Demonstrated professional experience in fields related to the successful implementation of this program is required, such as civil society capacity building, development of multi-stakeholder platforms and networks, government engagement on politically sensitive issues, use of evidence-based assessments and research to influence decision-making, strategic environmental assessment, sustainable management of trans-boundary natural resources, environmental governance and institutional capacity building, social and environmental safeguard implementation, as well as an understanding of policy, economics, and market issues in these sectors.
3.A graduate degree (Master’s Degree or higher preferred) in a similarly related field of study, such as environmental governance, natural resources management, sustainable development, environmental economics, international development, public/business administration, or governance.
4.Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar-size international donor support programs with skills in strategic planning, management, supervision, and budgeting, and preferably experience in managing complex, multi-national/regional activities involving coordination with multiple program partner institutions.
5.Proven ability to communicate, coordinate and effectively work with diverse stakeholders, from government officials to civil society organizations to academics to the private sector.
6.Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
7.Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders.
8.Strong institutional capacity building skills.
9.Proficiency in a local Asian language preferred.
10.Knowledge of USAID policies and procedures as related to program management preferred.
11.Knowledge of the political, social, cultural, environmental, and development context of Asia strongly preferred
12.Proven ability to develop and communicate a common vision among diverse partners, and the ability to lead multi-sector and multi-disciplinary teams.
