LGBT Rights in Latin America Consultant

Human Rights Watch (“HRW”) is seeking highly-qualified applicants for the position of Americas Division LGBT Consultant to undertake a survey and strategic analysis of LGBT rights in Latin America and the Caribbean.
Consultancy Terms:
(a) Undertake a survey of the region by, inter alia:
  1. Conducting desktop research, including media monitoring;
  2. Identifying and analyzing key legal judgments, by country;
  3. Identifying and analyzing LGBT specific judgments from the Inter-American Court of Human Rights;
  4. Identifying and analyzing relevant documentation and decisions from the Inter-American Commission on Human Rights, the Organization of American States, and other regional bodies; and
  5. Interviewing key stakeholders, including LGBT and human rights activists; lawyers; government officials.
(b) Provide a strategic analysis that will, inter alia:
  1. Highlight key legal and social developments, by country;
  2. Identify key human rights abuses, by country;
  3. Analyze political, social, legal and religious trends;
  4. Analyze media trends; and
  5. Contextualize LGBT issues within broader human rights developments in the region.
(c) Write a report consisting of, inter alia:
  1. A survey and regional analysis that will include a summary of key findings by region – Mexico, Central America, South America, Caribbean;
  2. A detailed strategic analysis that will highlight regional trends as well as research and advocacy opportunities; and
  3. An analysis of future research and advocacy challenges, by region.
Key skills, technical background, and experience required:
Education: An advanced (graduate) degree in international relations, journalism, law, Latin American regional studies, social sciences, or related studies is required..
Experience:Experience and expertise working on LGBT human rights and time spent living in the region is essential.
Related Skills and Knowledge:
  1. Must be fluent in Spanish and English.
  2. Ability to research and analyze complex human rights issues in a rigorous, nuanced, and efficient manner is a must.
  3. Ability to conduct interviews with a wide range of people, including victims of abuse, witnesses, and government officials, is required.
  4. Ability to produce high-quality written material under tight deadlines is required.
  5. Interpersonal skills, in order to work collaboratively within HRW as well as with local partners, government officials, and others, are essential.
  6. Knowledge of Portuguese is a plus.
Fee:  Commensurate with experience.
Contract Duration:3 months from July 1, 2013 through September 30, 2013
