The European Chemicals Agency provides the Member States and the EU institutions with the best possible scientific and technical advice on issues relating to the chemicals under REACH Regulation and biocidal products under the Biocidal Product Regulation. ECHA is responsible for managing, and in some cases carrying out, the technical, scientific and administrative aspects of the regulations, and ensuring consistency at Community level in its application. 1. THE JOB

The Resources Directorate is responsible for the assurance of optimum financial management of the Agency’s expenditure and revenues for each of the different assigned Regulations, the recruitment and management of all human resources and for the management of the internal corporate services of the Agency. It is also responsible for the internal control coordination and for the supervision of financial procurement procedures. Within these competences, the Director of Resources will liaise and maintain relations with the European Institutions (Commission, Parliament, Council and Court of Auditors) and other European Agencies on matters within the Directorate’s field of competency. 

Reporting to the Executive Director of ECHA, the Director will be responsible for the management of the Resources Directorate and coordination of the achievement of its objectives within the framework of the overall strategic planning of the Agency.
In particular, he/she will:
  • Ensure the adequate planning and reporting of the Agency’s financial and human resources and their correct allocation over the different activities and regulations assigned to the Agency;
  • Ensure that the human, financial and corporate services resources of the Directorate are used in the most effective and efficient way;
  • Determine the working procedures of the Directorate and, in coordination with the Executive Director, the delegation of responsibilities within it;
  • Coordinate work programming at Directorate level, setting objectives and determining priorities within the overall strategic planning framework of the Agency;
  • Coordinate the work of the Units comprising the Directorate, motivating and supporting middle managers in attaining the objectives set and realising their potential and that of their staff;
  • Ensure achievement of objectives according to required deadlines and quality standards, and monitor, evaluate and report on progress;
  • Determine the staffing requirements of the Directorate, participate in selection of personnel and ensure sound career development including training and mobility of staff;
  • Ensure sound management of the financial resources of the Directorate in accordance with the financial regulation of the Agency, coordinate budget forecasting and monitoring of budget execution, ensure timely procurement of necessary equipment and services in accordance with public procurement procedures;
  • Represent the Agency’s interests in the Board of the European School, in negotiations with the landlord and with the parent DGs;
  • Handle external requests for information relevant to the work of the Directorate, including requests from other European Institutions, International Bodies, Member States and the general public.

2. QUALIFICATIONS

a) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is four (4) years or more. 

Or 

b) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is three (3) years and at least one (1) year of relevant professional experience. 

Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognized as equivalent by the relevant EU or EEA Member State authorities will be accepted.

3. PROFESSIONAL EXPERIENCE

To qualify for this profile, you must have at the closing date for applications a total professional experience of at least fifteen (15) years acquired after achieving the minimum requirements stated out in 2. a) and b). 

Of your total professional experience, at least five (5) years must be in a field, or fields, relevant to the activity of the Directorate; additionally, at least five (5) years must be in a management role (Head of Unit or equivalent, or higher).

4. SELECTION CRITERIA

If you meet the eligibility criteria set out in section 2 and 3, you will be assessed on the basis of the following selection criteria. The candidates who are judged to be the most suitable on the basis of the selection criteria will be invited to an interview.
  • Your academic and professional qualifications and their relevance to the main areas of work listed in section 1;
  • Your professional experience: the range of fields covered; the type and level of work done and its relevance to the areas of work listed in section 1;
  • Your experience of managing at least one resource Unit (human, financial or corporate services) in the public sector.
The following will be considered as assets:
  • Senior management experience;
  • Proven experience in managing other resource (human, financial or corporate services) Units in addition to the one in the selection criteria;
  • Experience of working abroad and/or in an international/multicultural environment.
The academic and professional qualifications, professional experience and knowledge and experience considered as an asset must be described as precisely as possible in the ECHA CV.
